The Office of Internal Oversight Services (OIOS) is an integral part of the United Nations, established to assist the Secretary-General in fulfilling oversight responsibilities regarding the resources and staff of the Organization. Job Overview:
The Chief of Office position is a senior leadership role within the Office of Internal Oversight Services (OIOS) at the United Nations. The Chief supports the Under-Secretary-General in executing a wide range of responsibilities that are crucial for the strategic direction and operational effectiveness of OIOS. This includes overseeing program planning, resource management, and internal and external coordination. The Chief is expected to provide strategic guidance on policy development, manage human and financial resources, and ensure compliance with UN regulations. The role requires a proactive approach to leadership, fostering collaboration among various stakeholders, and ensuring that OIOS meets its objectives effectively. The Chief will also be responsible for managing staff and resources, ensuring high-quality support for program implementation, and maintaining effective communication with senior leaders and external partners.

Duties and Responsibilities:
The Chief of Office will undertake a variety of responsibilities, including but not limited to: providing strategic guidance on OIOS policy development, program planning, and budgeting; coordinating the preparation of strategic and program plans and budgets; monitoring implementation and reporting results; supporting the development of operational policies and procedures; ensuring effective delegation of authority within the Office; overseeing risk management initiatives; fostering relationships with Member States and other stakeholders; providing leadership and support to OUSG staff; analyzing data to identify trends for decision-making; and carrying out special assignments as requested by the Under-Secretary-General. The Chief will also be responsible for enhancing staff accountability and ensuring compliance with policies and procedures across OIOS.

Required Qualifications:
Candidates must possess a strong background in human resources management, administration, logistics, financial management, or a related field. The ideal candidate will have oversight-related professional certifications and qualifications, demonstrating a commitment to the principles of accountability and transparency. Additionally, candidates should have a proven track record of managing programs, people, and resources effectively, with technical leadership experience in audit, investigation, and evaluation functions within large international organizations. Strong analytical skills and experience in data analytics are also desirable.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, law, or other relevant areas is required. A first-level university degree combined with extensive qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage, as it aligns with the increasing importance of data-driven decision-making in oversight functions.

Experience:
A minimum of fifteen years of progressively responsible experience in human resources management, administration, logistics, financial management, budget, or a related field is required. Candidates should have a proven track record of managing programs and resources effectively, along with technical leadership experience in audit, investigation, and/or inspection and evaluation functions in large international organizations. Experience in data analytics or related areas is desirable, as it enhances the ability to make informed decisions based on data insights.

Languages:
English is the required working language for this position, as it is the primary language of communication within the United Nations Secretariat. Additionally, proficiency in either French, Arabic, Chinese (Mandarin), Russian, or Spanish is desirable. Candidates should refer to the UN Language Framework for the minimum required level of proficiency in these languages, as effective communication is essential for collaboration and coordination within the UN system.

Additional Notes:
This position is a full-time role based in New York City, United States. The Chief of Office will be expected to engage with various stakeholders, including Member States and senior leaders within the UN. The role may involve international travel as necessary to fulfill the responsibilities of the position.
