Job Overview:
The ET Consultant - GFF Country Coordinator position is integral to the World Bank's Human Development Practice Group, which aims to provide tailored solutions for human development across various sectors, including health, education, and social protection. The consultant will be responsible for supporting the implementation of the Investment Case (IC) and ensuring alignment with national health priorities. This role involves close collaboration with government officials and stakeholders to monitor expenditures, facilitate resource mapping, and coordinate multi-stakeholder platforms. The consultant will also engage in advocacy efforts and support the GFF Secretariat in managing investments and technical assistance. The overarching goal is to enhance health outcomes for women, children, and adolescents by promoting equitable access to quality health services and strengthening primary health care systems.

Duties and Responsibilities:
The consultant's duties include organizing and supporting analytical work for the Investment Case, finalizing the IC and Results Framework, and monitoring government expenditures related to health priorities. They will facilitate the institutionalization of resource mapping and expenditure tracking, liaise with the GFF Secretariat, and integrate monitoring efforts with broader health sector plans. Additionally, the consultant will support the formation of country platforms, convene multi-stakeholder meetings, and produce communication materials to keep stakeholders informed. They will also provide logistical support for GFF missions and assist in the development of country engagement strategies, ensuring effective use of GFF Trust Fund investments.

Required Qualifications:
Candidates must possess a Master's Degree in a relevant field such as Public Health, Public Administration, or Economics, along with at least 10 years of experience in areas related to reproductive, maternal, newborn, child, and adolescent health (RMNCAHN-G) or health systems strengthening. Strong coordination and stakeholder engagement skills are essential, as well as proven leadership abilities to foster collaboration and accountability. Candidates should demonstrate strong organizational skills, proficiency in data analysis, and effective problem-solving capabilities. Excellent communication skills in French are mandatory, with fluency in English considered an asset. Knowledge of GFF-related systems and experience in health financing or World Bank operations would be advantageous.

Educational Background:
A Master's Degree in a relevant field is required for this position. The degree should be in areas such as Public Health, Public Administration, Economics, Health Economics, or any other field that aligns with the responsibilities of the GFF. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively contribute to the goals of the Global Financing Facility and the World Bank Group.

Experience:
The position requires a minimum of 10 years of relevant work experience, particularly in areas related to reproductive, maternal, newborn, child, and adolescent health, as well as health systems strengthening. Candidates should have a demonstrated track record of effective coordination and stakeholder engagement, including experience working with government entities, donors, civil society, and the private sector. Proven leadership skills are crucial, as the consultant will need to identify opportunities for collaboration and foster trust among diverse stakeholders.

Languages:
Fluency in French is mandatory for this position, as the consultant will be required to communicate effectively with government officials and stakeholders in the Central African Republic.
