SI's mission in DRC covers food security and livelihoods, water, hygiene, and sanitation, as well as multi-sector cash assistance. Each of SI's activities includes a strong protection component, either as a standalone or through an implementation partner. The programs encompass emergency response through rapid response mechanisms and second-line programs, as well as recovery and development activities in stabilized areas. This approach illustrates SI's strategy of maintaining a strong emergency response capacity while developing sustainable solutions to the issues affecting populations in the eastern part of the country. The mission consists of a coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team and three operational bases located in Petit Nord Kivu (Goma, with a sub-base in Kiwandja), Grand Nord Kivu (Beni with a sub-base in Nobili), and Ituri (Bunia, with plans to open/reopen sub-bases in Mahagi and Fataki). As part of its multi-year strategy, SI aims to open new bases and expand its program portfolio.
Job Overview: The primary objective of the Security and Access Coordinator is to support the director" style="border-bottom: 1px dotted #007bff !important;">Country Director, Field Coordinators, and base managers in managing the security of teams and assets. The coordinator participates in information gathering, context analysis, and the establishment of appropriate procedures. Additionally, the coordinator is involved in training and raising awareness among teams regarding security management. The coordinator plays a key role in crisis management related to security. The main challenges of this position include enabling SI to maintain its operational capacity and humanitarian access while ensuring optimized security through contextual analysis, risk-adapted security management procedures, and incident management that does not adversely affect SI's presence or operational capacity in the area. SI aims to remain a frontline actor in DRC.
Duties and Responsibilities: The Security and Access Coordinator will be responsible for the following duties:
Conducting regular security assessments and context analyses to inform operational decisions.
Developing and implementing security management procedures tailored to the specific risks of each operational area.
Training and sensitizing staff on security protocols and best practices.
Monitoring and reporting on security incidents, ensuring timely communication with relevant stakeholders.
Collaborating with local authorities and other organizations to negotiate humanitarian access.
Providing support during security crises, including coordinating responses and ensuring the safety of staff and assets.
Maintaining up-to-date knowledge of the security situation in the areas of operation and adapting strategies accordingly.
Ensuring compliance with SI's security policies and procedures across all bases.
Supporting the development of contingency plans for potential security threats. 1
Engaging in regular communication with the Country Director and other senior management regarding security matters.
Required Qualifications: Candidates must possess the following qualifications:
A Master's degree in a relevant field.
A minimum of 5 years of professional experience in field operations and/or coordination roles.
Experience in personnel and organizational security, risk assessment, security management, and security awareness training.
Previous experience in team management.
At least one experience in an emergency context.
Strong technical skills in security management concepts and tools.
Knowledge of humanitarian access concepts and principles, including 'do no harm' principles.
Familiarity with International law" style="border-bottom: 1px dotted #007bff !important;">Humanitarian Law and humanitarian principles.
Proven ability to represent the organization and advocate for SI's interests. 1

Educational Background: The educational background required for this position includes a Master's degree in a relevant field related to security, humanitarian assistance, or international relations. Candidates should have a strong academic foundation that supports their understanding of the complexities of humanitarian operations and security management.
Experience: The position requires a minimum of 5 years of relevant professional experience, particularly in field operations and coordination roles. Candidates should have substantial experience in security management, risk assessment, and crisis response, ideally in challenging environments. Previous experience in managing teams and working in emergency contexts is essential.
Languages: Fluency in French is mandatory, while proficiency in Swahili is considered an asset. Candidates should be able to communicate effectively in both languages to engage with local communities and stakeholders.

The role is based in Goma, Democratic Republic of the Congo. The salary is competitive, starting from EUR 2860 gross per month, which includes a base salary of EUR 2600 plus a 10% annual leave allowance paid monthly, along with a monthly per diem of USD 80
SI covers housing costs and travel expenses between the expatriate's home country and the duty station. A break system is in place, allowing for 7 working days off every three months, with an additional day of rest for each month worked. Expatriates benefit from comprehensive health insurance covering all medical expenses, including dental and ophthalmological care, repatriation, and necessary vaccinations. Living conditions include individual rooms with private or shared bathrooms, communal spaces, and access to amenities such as electricity, hot water, and a diverse food supply. The organization maintains a curfew for expatriates at 9 PM.
