Job Overview:
The Associate Procurement Officer is responsible for executing straightforward and well-defined procurement activities in accordance with IOM's regulations and rules. This role involves liaising with the main office in Pohnpei, performing initial cost/price analyses, and preparing background information on procurement consolidation. The officer will monitor procurement planning to ensure alignment with project timelines and budgets, follow up on procurement needs, and ensure timely delivery of goods and services. The position also entails supporting bidding and quotation processes, evaluating and selecting suppliers, and confirming payment terms. The Associate Procurement Officer must ensure compliance with organizational requirements, prepare purchase orders and contracts, and maintain an updated vendor and contractor database. This role is crucial for supporting ongoing projects and emergency response needs, ensuring that procurement transactions are conducted efficiently and effectively.

Duties and Responsibilities:
The duties and responsibilities of the Associate Procurement Officer include:
  • Carrying out procurement activities in compliance with IOM's policies and procedures.
  • Liaising with the main office in Pohnpei to perform cost/price analyses and pre-award surveys.
  • Preparing background information on procurement consolidation to support completeness prior to initiating contractual conditions.
  • Monitoring procurement planning to ensure alignment with project timelines and budgets.
  • Supporting bidding and quotation processes, evaluating suppliers, and confirming payment terms.
  • Ensuring compliance with organizational requirements in all procurement transactions.
  • Preparing purchase orders and contracts, obtaining necessary authorizations.
  • Maintaining and updating the vendor and contractor database.
  • Reviewing purchase requests for completeness and adequacy of information. 1
  • Studying sources of supply and requesting quotations from selected sources. 1
  • Making recommendations on contractor selection methods. 1
  • Determining availability of funds and performing financial calculations. 1
  • Ensuring proper tagging of project assets and updating the inventory list. 1
  • Supporting monitoring of contractor performance and verifying compliance with contractual terms. 1
  • Carrying out additional duties as assigned by supervisors.

Required Qualifications:
The required qualifications for the Associate Procurement Officer position include:
  • A Master’s Degree in Business Administration, Management, Logistics, Procurement, or a related field from an accredited institution; or a Bachelor’s degree in the same fields with two years of relevant professional experience.
  • Certification in Procurement, Logistics, or Supply Chain management is an advantage.
  • Good knowledge of information technology and proficiency in Microsoft Office applications, especially Excel, Word, and PowerPoint.
  • Knowledge of and experience using SAP is an advantage.
  • Ability to prepare clear and concise reports and analyze information effectively.

Educational Background:
Candidates must possess a Master’s Degree in Business Administration, Management, Logistics, Procurement, or a related field from an accredited academic institution. Alternatively, a Bachelor’s degree in the aforementioned fields with two years of relevant professional experience is acceptable. Additional certifications in Procurement, Logistics, or Supply Chain management are considered advantageous.

Experience:
Candidates should have experience in procurement and logistics at an international level, particularly in managing complex projects and meeting timelines. Previous work experience in international organizations or companies is also advantageous, as it demonstrates familiarity with the operational context of such environments.

Languages:
Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, Russian, Spanish, or French) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is a Special Short Term Graded contract, lasting up to six months with the possibility of extension. It is classified at the P-1 grade level. Internationally recruited professional staff are required to be mobile, and any offer made to the candidate is subject to funding confirmation. This selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Candidates who are nationals of the duty station’s country cannot be considered eligible for this position.
