Job Overview: The Human Resources Associate position is integral to the Global Shared Service Centre (GSSC) in Kuala Lumpur, where the incumbent will support the transparent implementation of HR services outsourced to the GSSC. The HR Associate is responsible for ensuring the integrity, transparency, and accuracy of HR services, complying with UNDP policies and procedures. This role involves performing a variety of standard administrative processes and services, ensuring high quality and accuracy of work, and promoting a collaborative and client-oriented approach. The HR Associate will advise internal and external clients on HR policies and guidelines, participate in training courses, and support the coordination of the team's work to meet agreed deliverables. The position requires a proactive approach to problem-solving and a commitment to fostering positive relationships with clients and stakeholders.
Duties and Responsibilities:
Support the administration and implementation of HR strategies and policies, ensuring compliance with UNDP policies and procedures. Provide guidance on corporate strategies and personnel rules. Contribute to the mapping of GSSC business processes and the development of Standard Operating Procedures (SOPs) in HR management.
Implement recruitment processes, including preparing recruitment strategies, validating job descriptions, screening applicants, organizing interview panels, and finalizing candidate selections. Manage communication with candidates and track recruitment transactions.
Facilitate the onboarding of personnel, including contract issuance and administration of benefits. Ensure timely processing of financial entitlements and maintain accurate records.
Identify areas for process improvement and contribute to knowledge management by preparing knowledge articles and conducting learning sessions for Business Units.
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: The position requires a minimum of 6 years of experience in HR services with secondary education or 3 years with a bachelor's degree. Candidates should have experience in recruitment, benefits administration, and HR processes, ideally within international organizations. Proficiency in MS Office and familiarity with digital platforms and cloud-based management systems is essential. Knowledge of UNDP policies and integrated HR management systems is desired. Specialized certification in HR is a plus.
Educational Background: A secondary education is required, while a university degree in Human Resources, Business Administration, Public Administration, or a related field will be considered an advantage. Candidates with relevant educational qualifications will be preferred, but practical experience is equally valued.
Experience: Candidates should have a minimum of 6 years of relevant experience in HR services at the national or international level, including experience in recruitment and benefits administration. Experience in shared services centers or similar structures is desirable, as is familiarity with UN/UNDP policies and procedures. The ability to prepare communication materials and reports is also beneficial.
Languages: Fluency in English (both written and verbal) is required, as well as fluency in the local language of the duty station, Bahasa Malaysia. Proficiency in other UN languages is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse environment.
