The GSSC has a legacy of excellence in HR administration and is part of the Bureau for Management Services (BMS).

Job Overview:
The Human Resources Associate plays a crucial role in supporting the transparent implementation of HR services outsourced to the GSSC. This position is responsible for ensuring the integrity, transparency, and accuracy of HR services, adhering to UNDP policies and procedures. The HR Associate will perform various administrative processes, ensuring high-quality work and consistency in service delivery. The role involves advising clients and managers on HR policies and guidelines, promoting a collaborative approach, and participating in training and coaching. The HR Associate will also be responsible for meeting agreed work plan deliverables and supporting the coordination of the team's efforts to achieve HR strategy objectives.

Duties and Responsibilities:
  • Support the administration and implementation of HR strategies and policies, ensuring compliance with UN rules and regulations. Provide guidance on corporate strategies and personnel rules. Contribute to the mapping of GSSC business processes and the development of Standard Operating Procedures (SOPs) in HR management.
  • Implement recruitment processes, including preparing recruitment strategies, validating job descriptions, screening applicants, and managing communication with candidates. Ensure accurate data management and contribute to recruitment analytics reports.
  • Facilitate the onboarding of personnel, including contract issuance and benefits administration. Ensure timely processing of financial entitlements and maintain accurate workforce databases.
  • Identify areas for process improvement and contribute to knowledge management by preparing knowledge articles and conducting learning sessions. Perform other duties as necessary for the efficient functioning of the office.

Required Qualifications:
Candidates must possess a minimum of 6 years of experience in HR services with secondary education or 3 years with a bachelor's degree. Experience should include recruitment, benefits administration, and familiarity with HR processes in international organizations. Proficiency in MS Office and collaboration tools is required, along with knowledge of cloud-based management systems. Specialized certification in HR is desirable. Candidates should demonstrate strong communication skills and the ability to manage client relationships effectively.

Educational Background:
A secondary education is required, while a university degree in Human Resources, Business Administration, Public Administration, or a related field will be considered an advantage. Candidates with relevant educational qualifications will be preferred, but secondary education with extensive experience may also be acceptable.

Experience:
The position requires a minimum of 6 years of relevant experience at the national or international level in HR services, particularly in recruitment and benefits administration. Experience in shared services centers or similar structures is desired, along with knowledge of UNDP policies and HR management systems. Candidates should have a proven track record of preparing communication materials and reports for external clients.

Languages:
Fluency in English (both written and verbal) is mandatory, as well as fluency in Arabic, the local language of the duty station. Proficiency in other UN languages is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse environment.
