Job Overview: The People & Culture (P&C) Manager is responsible for overseeing the P&C operations within the Mozambique country office. This role is crucial in ensuring compliance with local laws and FHI 360 policies, while also managing various HR functions such as recruitment, employee relations, performance management, learning and development, payroll, and benefits administration. The P&C Manager acts as the primary HR advisor to the country leadership team, ensuring that people practices align with the organization's strategic priorities. This position requires a proactive approach to identifying workflow breakdowns and developing efficient processes in collaboration with subject matter experts and management. The P&C Manager will also play a key role in promoting a positive workplace culture and enhancing employee engagement through effective communication and training initiatives.
Duties and Responsibilities: The P&C Manager will oversee all country-level P&C functions and processes, providing strategic advice on workforce planning and talent management. Key responsibilities include managing employee relations, conducting investigations, and resolving issues. The role involves overseeing recruitment, onboarding, and retention strategies, ensuring compliance with labor laws and organizational policies. The P&C Manager will create and streamline reports and processes, conduct new employee orientations, and manage the separation process, including exit interviews. Maintaining accurate personal files for all staff is essential, as is promoting positive customer relationships and mentoring staff to ensure satisfaction. The P&C Manager will develop and implement procedures, including communication plans and training programs, and will respond promptly to employee inquiries. Additionally, the role requires identifying and solving business problems through knowledge of employment law and organizational behavior, training staff on HR tools, and managing continuous improvement initiatives. The P&C Manager will also supervise and develop the P&C team in the country office and perform any other related duties as assigned.
Required Qualifications: Candidates must possess comprehensive knowledge of P&C management and local employment regulations. Strong strategic thinking skills and the ability to influence leadership are essential. The role requires strong leadership and staff development skills, as well as the ability to manage competing priorities in a fast-paced environment. Effective oral and written communication skills are necessary, along with the ability to communicate tactfully with diverse individuals. Candidates must be able to handle sensitive information discreetly and possess skills in facilitation, coaching, and training delivery.
Educational Background: A Bachelor’s degree is required for this position. The educational background should ideally be in human resources, business administration, or a related field, providing a solid foundation for understanding HR principles and practices.
Experience: Candidates should have 7 to 9 years of progressive HR experience, including management responsibilities. Experience in a non-governmental organization (NGO) is beneficial, as it provides insight into the unique challenges and dynamics of the sector. The role demands a proven track record of managing HR functions effectively and strategically.
Languages: Fluency in both Portuguese and English is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.
