Job Overview:
The Director of Strategy, Legal and External Affairs will play a pivotal role within the European Space Agency, reporting directly to the Director General. This position is integral to the ESA Executive Board, contributing to the overall management and strategic direction of the agency. The successful candidate will be responsible for overseeing ESA's strategy, legal services, and international relations, particularly with EU institutions. This role requires a forward-thinking individual who can support the Director General in shaping the strategic evolution of Europe in space and its governance. The Director will lead the preparation of critical meetings, including those of the Space Council and ESA Council at the ministerial level, ensuring that all strategic, political, institutional, and legal aspects are thoroughly addressed. The position demands a proactive approach to fostering efficiency and compliance within the agency's regulatory framework, as well as a commitment to the well-being and development of the Directorate's workforce.

Duties and Responsibilities:
The Director will be tasked with a comprehensive set of responsibilities, including but not limited to: defining and implementing ESA's overall strategy, coordinating actions and program proposals, particularly in alignment with ESA Strategy 2040; providing legal services to the Director General and Member States; devising and supporting ESA's policy towards EU institutions and non-Member States; supervising the action plan for ESA's representative offices in various countries; and coordinating Basic Activities across directorates. Additionally, the Director will be responsible for ensuring the health and safety of the Directorate's workforce, promoting a culture of initiative, transparency, and effective communication across the agency. The role also involves managing relationships with key stakeholders and ensuring that the Directorate's objectives align with the broader goals of ESA.

Required Qualifications:
Candidates must possess a strong set of qualifications, including a minimum of 10 years of experience in senior management roles, particularly in executive-level positions that involve managing large teams and significant budgets. A deep understanding of space law and strategy, as well as experience in external relations within an international context, is essential. Proven business management skills, including the ability to develop innovative strategies for operational efficiency and to cultivate strong relationships with stakeholders, are also required. The ideal candidate will demonstrate a commitment to fostering cooperation and continuous improvement within the organization.

Educational Background:
Applicants should hold at least a master's degree in law, economics, or business administration. This educational background is crucial for understanding the complex legal and economic frameworks that govern space activities and for effectively managing the strategic direction of the agency.

Experience:
The position requires extensive experience, specifically more than 10 years in senior management roles. Candidates should have a proven track record in managing teams and programs of considerable size and complexity, ideally within a technical or scientific environment. Experience in the space sector or related fields will be highly advantageous.

Languages:
Fluency in English and French is mandatory, as these are the working languages of the European Space Agency. A good command of one of these languages is essential for effective communication within the agency. Additionally, knowledge of another language from a Member State would be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders.
