Job Overview:
The Protection Non-Emergencies Portfolio Manager will oversee the Protection Non-emergencies portfolio within IOM Ethiopia. This role involves managing the daily operations of Migration Response Centres (MRCs), Counter-trafficking initiatives, and Community Outreach programs. The successful candidate will support the Programme Officer (Protection) in planning, budgeting, implementation, and reporting of projects under the Migrant Protection and Assistance sub-unit. The position requires coordination and monitoring of operational, administrative, and financial aspects of projects, ensuring compliance with IOM policies and donor requirements. The role also involves liaising with various stakeholders, including donors, partners, and government counterparts, to enhance project visibility and effectiveness. The candidate will contribute to capacity-building activities and participate in relevant conferences and workshops, ensuring that IOM's protection standards are upheld throughout the implementation of programs.

Duties and Responsibilities:
  • Coordinate and monitor the operational, administrative, and financial aspects of the Protection Non-emergencies portfolio in accordance with IOM policies and donor requirements.
  • Keep the supervisor informed on project implementation status, identifying gaps and suggesting improvements.
  • Participate in developing and adjusting work plans, project budgets, and Monitoring & Evaluation tools.
  • Coordinate the collection, verification, and analysis of data; update information management systems and social media platforms with project-related activities.
  • Prepare and disseminate project reports in accordance with IOM procedures and donor requirements.
  • Liaise with donors, partners, UN agencies, local authorities, and stakeholders.
  • Contribute to planning and delivering capacity-building activities for IOM staff and partners.
  • Attend conferences, workshops, and interagency coordination meetings.
  • Participate in preparing project proposals and communication products. 1

  • Undertake duty travel for project implementation and monitoring. 1
  • Perform other related duties as required.

Required Qualifications:
  • Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited institution with two years of relevant professional experience; or a Master’s degree in the above-mentioned fields.
  • Experience in liaising with governmental authorities, national/international institutions, UN agencies, and NGOs.
  • Experience working with migrants, refugees, internally displaced persons, and victims of trafficking.
  • Prior work experience with international humanitarian organizations is an advantage.
  • Experience in developing and leading complex protection programming and project management.
  • Knowledge of Monitoring, Evaluation, Accountability, and Learning (MEAL) processes.

Educational Background:
Candidates must possess a Bachelor’s degree in relevant fields such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, or Law from an accredited academic institution. A Master’s degree in these fields is preferred. Accredited institutions are those listed in the UNESCO World Higher Education Database.

Experience:
Candidates should have at least two years of relevant professional experience, particularly in liaising with governmental authorities and working with vulnerable groups such as migrants and refugees. Experience in international humanitarian organizations and complex protection programming is highly valued. Familiarity with project management and MEAL processes is also essential.

Languages:
Fluency in English is required for this position, both oral and written. A working knowledge of Amharic is desirable, as it may enhance communication with local stakeholders and communities. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The position is subject to funding confirmation, and the selection process may be used to fill similar positions in various duty stations. Recommended candidates will remain eligible for appointment in similar positions for 24 months. National Professional Officers must be nationals of the country of employment. Appointment is contingent upon medical fitness certification and verification of residency and visa requirements.
