Job Overview: The consultant will play a crucial role in revising and updating the Nigeria National Border Management Strategy (NBMS) for the period of 2019-202
This position requires a comprehensive understanding of Nigeria's national migration governance structure and the ability to align the strategy with various international frameworks, including the Global Compact for Safe, Orderly and Regular Migration and the ECOWAS Protocol on Free Movement of Persons. The consultant will be responsible for analyzing the implementation of the current strategy, identifying gaps, and developing a detailed action plan that incorporates stakeholder input and aligns with national coordination mechanisms. The role involves conducting stakeholder consultations, assessing emerging cross-border security" style="border-bottom: 1px dotted #007bff !important;">security threats, and ensuring that the updated strategy reflects national priorities and best practices in border governance.
Duties and Responsibilities: The consultant's duties will include revising the NBMS to ensure alignment with the revised National Migration Policy and other relevant frameworks. They will analyze the implementation of the current strategy, document progress, challenges, and lessons learned, and conduct a comprehensive gap and needs assessment. The consultant will assess existing data collection mechanisms and recommend improvements for data-driven border management. They will design and facilitate multi-stakeholder consultations to gather insights on current challenges and recommend practices to strengthen coordination mechanisms. Additionally, the consultant will analyze emerging security threats and technological advancements to enhance border security and management efficiency. They will work with the Nigeria Immigration Service (NIS) to develop a revised strategic framework and an implementation plan that includes timelines, roles, responsibilities, and a monitoring and evaluation framework. The consultant will also facilitate the validation process to ensure government endorsement of the revised strategy.
Required Qualifications: Candidates must possess a Master's Degree from an accredited institution in fields such as Border Governance, Migration Studies, Public Administration, Law, International Relations, or Development Studies, along with fifteen years of progressive working experience in relevant areas. Alternatively, a first-level university degree combined with five additional years of qualifying experience may be accepted. Candidates should have extensive work experience in border governance and management, migration data collection, and regional integration. Demonstrated skills in facilitating stakeholder consultations and producing high-quality written reports are essential. Candidates should also possess excellent social and intercultural skills and an understanding of gender-related needs and perspectives.
Educational Background: The educational requirement for this position includes a Master's Degree from an accredited academic institution in relevant fields such as Border Governance, Migration Studies, Public Administration, Law, International Relations, or Development Studies. A first-level university degree may be accepted in lieu of the advanced degree if accompanied by additional qualifying experience. The educational background should provide a solid foundation for understanding the complexities of migration governance and border management.
Experience: The position requires extensive experience in border governance and management, with a strong emphasis on migration data collection and management. Candidates should have a proven track record of working in regional integration efforts and possess the ability to facilitate stakeholder consultations effectively. Languages: Proficiency in English is mandatory, as it is the primary language of communication for IOM. Additional Notes: The consultancy will be hybrid, requiring both onsite engagement in Nigeria and remote analytical work. The consultant will conduct in-person stakeholder consultations and workshops while also performing desk research and report writing remotely. Travel may be required based on the needs of the consultancy, with all associated costs covered by IOM in accordance with its financial rules. The consultancy is subject to funding confirmation and will require certification of medical fitness for appointment.
