Job Overview:
The Team Leader position is a senior role responsible for the successful delivery of the supplier contract for the FCDO Deepening Democracy Facility (DDF) under the Effective State and Democracy in Zambia (ESDZ) Programme. This upcoming seven-year programme, funded by the FCDO, aims to support governance reform, strengthen civic space and accountability, build coalitions for change, and develop resilient institutions in Zambia. The Team Leader will provide overarching leadership, ensuring that all activities contribute to a coherent and effective strategy. This role involves managing a diverse team of Zambian and international experts, leading high-level discussions with stakeholders, and ensuring that the programme meets its objectives while adhering to donor and government priorities.

Duties and Responsibilities:
The Team Leader will be responsible for providing leadership to the programme team, overseeing both technical and operational aspects of the programme. Key responsibilities include planning and implementing the programme, ensuring clarity over plans and priorities, and facilitating effective teamwork. The Team Leader will also provide technical and managerial leadership, oversee the development and implementation of adaptive program work plans, and collaborate with partner organizations and FCDO representatives. Additionally, the Team Leader will manage relationships with relevant Zambian Government Ministries and Agencies, coordinate the preparation of annual work plans and budgets, and ensure the application of a robust monitoring, evaluation, research, and learning framework. The role requires ensuring high technical standards, safeguarding procedures, and compliance with policies while optimizing value for money in programme delivery.

Required Qualifications:
Candidates must possess a Bachelor’s degree or comparable level of professional experience in public administration, international development, or a related field. A Master’s degree, Ph.D., or Ed.D. is preferred. The position requires excellent communication skills and the ability to work effectively in English. Candidates should demonstrate a strong understanding of governance programmes and the ability to build relationships with senior-level stakeholders in Zambia and beyond. Experience in managing large teams and complex governance programmes is essential, along with a proven track record of adaptive management and strategic oversight.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in public administration, international development, or a related field. Advanced degrees such as a Master’s, Ph.D., or Ed.D. are preferred, indicating a higher level of expertise and knowledge in relevant areas. This educational foundation is crucial for understanding the complexities of governance and development work, as well as for leading a diverse team effectively.

Experience:
Candidates should have at least 12 years of relevant experience, with a strong background in leadership roles such as Team Leader or Chief of Party in donor-funded governance programmes. Experience in Zambia is preferred, but candidates with relevant experience in other African countries will also be considered. The role requires internationally competitive senior expertise in strategy development and programme delivery, particularly in the context of governance reform and civil society engagement.

Languages:
The mandatory language for this position is English, as effective communication is essential for collaboration with stakeholders and team members. While English proficiency is required, knowledge of local languages may be considered an asset, enhancing the ability to engage with diverse communities and stakeholders in Zambia.
