Job Overview:
The Finance and Administration Associate plays a crucial role in the execution of financial services and administrative processes for the Soim Wokabaut program in Papua New Guinea. This position is vital for ensuring the timely, efficient, and transparent use of financial resources in accordance with UN Women’s financial rules and regulations. The Associate will work under the guidance of the Operations Manager and the Programme coordinator" style="border-bottom: 1px dotted #007bff !important;">Technical Coordinator, collaborating closely with other UN agencies involved in the program. The role involves financial management, budget monitoring, and reporting, as well as providing support to ensure compliance with organizational policies. The Associate will also be responsible for implementing financial strategies, adapting processes, and ensuring that all financial transactions are accurately recorded and reported. This position requires a client-oriented approach and the ability to work effectively with various stakeholders to promote the program's objectives.

Duties and Responsibilities:
  • Implement financial strategies and adapt processes in compliance with UN rules and regulations. Review and verify financial transactions, monitor financial exceptions, and investigate anomalies.
  • Prepare and administer the Soim Wokabaut Programme budgets, ensuring compliance with UN policies. Formulate budgets, control allotments, and monitor expenditures.
  • Provide finance support to the Soim Wokabaut Programme, including reviewing accounts receivables, preparing vouchers, and monitoring financial status.
  • Provide administrative support to resource mobilization efforts, compiling information from donors and preparing drafts for cost-sharing agreements.
  • Facilitate knowledge building and sharing by conducting training events and disseminating best practices in financial management.
  • Participate in internal and external audits, following up on recommendations to ensure corrective actions are implemented.
  • Maintain communication with stakeholders to ensure timely actions and decisions regarding financial matters.

Required Qualifications:
Completion of secondary education is required, with specialized national or international certification in accounting and finance considered an asset. A Bachelor's degree in finance or accounting is desirable. Successful completion of the UN Women Accounting and Finance Test is required as part of the selection process. Strong knowledge of financial rules and regulations, accounting principles, and IT tools is essential. The candidate must demonstrate the ability to administer and execute financial processes effectively.

Educational Background:
The position requires at least secondary education, with a preference for candidates holding a Bachelor's degree in finance or accounting. Specialized certification in accounting and finance is an asset, and successful completion of the UN Women Accounting and Finance Test is mandatory for selection.

Experience:
Candidates must have at least 6 years of progressively responsible experience in finance. Experience in using computers and office software packages, as well as web-based management systems, is required. Familiarity with modern web-based ERP systems, preferably Oracle Cloud, is desirable.

Languages:
Fluency in English and Tok Pisin is required for this position. Knowledge of another UN official working language is considered an asset, enhancing the candidate's ability to communicate effectively in a diverse environment.
