Job Overview:
The Consultant position focuses on gender mainstreaming within quality infrastructure in Kazakhstan. The incumbent will serve as the national expert, responsible for implementing gender action plans (GAPs) across national quality infrastructure bodies. This role involves establishing gender focal points, conceptualizing and executing awareness-raising and dissemination events, and adapting training materials for diverse audiences. The consultant will also participate in project calls and advisory board meetings to report on progress and gather insights from experts in the field. The expected duration of the contract is 11 months, and the work will be conducted remotely from Kazakhstan, requiring fluency in English, Russian, and Kazak.

Duties and Responsibilities:
The incumbent will act as the focal point for all national quality infrastructure bodies regarding gender mainstreaming. Key responsibilities include:
  • Establishing gender focal points in each quality infrastructure body.
  • Conceptualizing and rolling out awareness-raising events tailored to the specific needs of each body.
  • Organizing dissemination events to promote project activities and ensure they are adopted by relevant parties.
  • Assisting in the planning and reporting of a national launch event.
  • Utilizing and adapting existing training materials, brochures, and presentations for various audiences.
  • Guiding each quality infrastructure body in drafting and implementing gender action plans that align with the principles of the ECE ToS-GRS.
  • Participating in weekly project calls and monthly advisory board meetings to report on project progress and seek guidance.
  • Supporting the Working Party on Regulatory Cooperation and Standardization Policies (WP.6) and the Economic Cooperation and Trade Division of the UNECE.
  • Actively participating in meetings of the ToS-GRS and contributing to the development of guidelines on standards-related gender action plans.

Required Qualifications:
Candidates must possess an advanced degree in Trade, gender-related areas, Economic Affairs, or National/Regional development Economics. They should have expertise in either quality infrastructure or gender mainstreaming, ideally both. The role requires strong analytical skills, the ability to communicate effectively with diverse stakeholders, and a commitment to promoting gender equality within quality infrastructure.

Educational Background:
An advanced degree is required, preferably in fields related to Trade, gender studies, Economic Affairs, or National/Regional development Economics. This educational background is essential to understand the complexities of gender issues within the context of quality infrastructure and to develop effective strategies for implementation.

Experience:
The position requires a significant level of experience in gender mainstreaming or quality infrastructure, with a preference for candidates who have previously worked on similar projects or within international organizations. Experience in project management, stakeholder engagement, and capacity building is highly desirable, as the consultant will need to navigate complex organizational structures and foster collaboration among various stakeholders.

Languages:
Fluency in the national language (Kazak) is mandatory, along with proficiency in English and Russian. These language skills are crucial for effective communication with local stakeholders and for the adaptation of materials to different audiences. Knowledge of additional languages may be considered an asset but is not required.
