Job Overview:
The position involves the development of a comprehensive Monitoring, Evaluation, and Learning (MEL) Framework specifically for the Office of National security" style="border-bottom: 1px dotted #007bff !important;">Security in Gambia. This framework is crucial for assessing the effectiveness and impact of security initiatives and ensuring that they align with national development goals. The contractor will be expected to engage with various stakeholders, including government officials, civil society, and international partners, to gather insights and data necessary for the framework. The role requires a deep understanding of monitoring and evaluation principles, as well as the ability to translate complex data into actionable insights. The contractor will work for a period of 40 working days, during which they will design, implement, and refine the MEL framework, ensuring it meets the specific needs of the Office of National Security.

Duties and Responsibilities:
  • Conduct a thorough assessment of existing monitoring and evaluation practices within the Office of National Security.
  • Collaborate with stakeholders to identify key performance indicators (KPIs) that reflect the objectives of the security initiatives.
  • Develop a detailed MEL framework that includes methodologies for data collection, analysis, and reporting.
  • Provide training and capacity-building sessions for staff on the implementation of the MEL framework.
  • Establish a system for regular monitoring and evaluation of security programs, ensuring continuous improvement.
  • Prepare comprehensive reports on findings and recommendations based on the evaluation results.
  • Facilitate stakeholder workshops to discuss evaluation outcomes and gather feedback for future improvements.
  • Ensure that the MEL framework aligns with national and international standards for monitoring and evaluation.

Required Qualifications:
  • Proven experience in developing monitoring and evaluation frameworks, particularly in the context of security or governance.
  • Strong analytical skills with the ability to interpret complex data and present it in a clear and concise manner.
  • Excellent communication skills, both written and verbal, to effectively engage with diverse stakeholders.
  • Familiarity with the UNDP procurement process and guidelines is an advantage.
  • Ability to work independently and manage time effectively to meet deadlines.

Educational Background:
A minimum of a Master's degree in a relevant field such as Public Administration, International Development, Social Sciences, or a related discipline. Additional certifications in monitoring and evaluation methodologies will be considered an asset.

Experience:
At least 5 years of professional experience in monitoring and evaluation, with a focus on security or governance-related projects. Experience working with international organizations, particularly in developing countries, is highly desirable. Proven track record of successfully implementing MEL frameworks and conducting evaluations is essential.

Languages:
Fluency in English is mandatory. Proficiency in local languages spoken in Gambia will be considered an advantage, as it may facilitate better communication with local stakeholders.
