Job Overview:
The WASH Engineer position is part of a United Nations Volunteers (UNV) assignment under the Asian Development Bank (ADB)-DPHE funded Solid Waste Management and WASH improvement initiative being implemented by UNDP Bangladesh in Cox’s Bazar. The role involves supporting project planning, field monitoring, reporting, and coordination with various stakeholders to ensure the effective implementation of project activities aimed at enhancing water, sanitation, and hygiene (WASH) services and solid waste management systems in underserved communities. The WASH Engineer will work closely with local government institutions, implementing partners, and community groups to improve WASH infrastructure, promote hygiene behavior change, and develop environmentally sustainable waste management facilities. The position requires a proactive approach to project management, ensuring timely completion of tasks and adherence to project goals and objectives.

Duties and Responsibilities:
The WASH Engineer will have a comprehensive set of responsibilities, including:
  • Supporting the design phase of the project by assisting in site selection, surveys, and preliminary environmental assessments for Materials Recovery Facilities (MRF).
  • Preparing work schedules in consultation with the SWM Engineering team and International Project Manager (IPM).
  • Managing budget allocations and ensuring timely payment processing for local government and partners involved in infrastructure activities.
  • Monitoring construction activities to ensure quality and compliance with project specifications.
  • Establishing communication channels between local government, contractors, and implementing partners to facilitate project implementation.
  • Conducting regular monitoring visits to validate project progress and compiling reports on project impacts.
  • Supporting capacity building initiatives by providing training and knowledge sharing workshops for stakeholders.
  • Assisting in the identification and procurement of necessary equipment and materials for SWM systems and infrastructure.
  • Collaborating with the SWM team to identify challenges and propose corrective measures based on monitoring results. 1
  • Ensuring gender mainstreaming in monitoring and evaluation processes and project reporting.

Required Qualifications:
Candidates for the WASH Engineer position should possess a strong set of qualifications, including:
  • A degree in Civil Engineering, Environmental Engineering, or a related field.
  • Proven experience in project management, particularly in WASH and solid waste management projects.
  • Strong analytical and problem-solving skills, with the ability to assess project needs and develop effective solutions.
  • Excellent communication and interpersonal skills to engage with diverse stakeholders, including local government, community groups, and implementing partners.
  • Proficiency in project monitoring and evaluation methodologies.
  • Familiarity with environmental regulations and standards related to WASH and waste management.

Educational Background:
The educational background required for the WASH Engineer position includes a bachelor's degree in Civil Engineering, Environmental Engineering, or a closely related discipline. Advanced degrees or certifications in project management or environmental sustainability are advantageous and may enhance a candidate's qualifications for the role.

Experience:
The position requires candidates to have a minimum of 3-5 years of relevant experience in project management, specifically in the fields of water, sanitation, and hygiene (WASH) and solid waste management. Experience working with international organizations, government agencies, or NGOs in similar contexts is highly desirable. Candidates should demonstrate a track record of successfully managing projects from inception to completion, including experience in monitoring and evaluation.

Languages:
Fluency in English is mandatory for the WASH Engineer position, as all project documentation and communication will be conducted in English. Proficiency in Bengali or other local languages is considered an asset, as it facilitates better communication with local communities and stakeholders.
