Job Overview:
The Senior Digital Health Implementation Planner will play a crucial role in the planning and execution of digital health initiatives within the UNDP framework. This position requires a strategic thinker with a deep understanding of digital health technologies and their application in improving health outcomes. The planner will be responsible for developing implementation strategies, coordinating with various stakeholders, and ensuring that digital health solutions are effectively integrated into existing health systems. The role also involves assessing the current digital health landscape, identifying gaps, and proposing innovative solutions to enhance health service delivery. The planner will work closely with health professionals, government agencies, and technology partners to ensure that digital health initiatives are aligned with national health policies and priorities.

Duties and Responsibilities:
The duties and responsibilities of the Senior Digital Health Implementation Planner include but are not limited to:
  • Conducting comprehensive assessments of existing digital health systems and identifying areas for improvement.
  • Developing detailed implementation plans for digital health initiatives, including timelines, resource allocation, and stakeholder engagement strategies.
  • Collaborating with health sector stakeholders to ensure the successful integration of digital health solutions into health service delivery.
  • Providing technical guidance and support to project teams in the implementation of digital health projects.
  • Monitoring and evaluating the progress of digital health initiatives, ensuring that they meet established objectives and deliverables.
  • Preparing reports and presentations for stakeholders, including government officials and international partners, to communicate progress and outcomes of digital health initiatives.
  • Staying updated on global trends and best practices in digital health to inform project strategies and implementation.

Required Qualifications:
Candidates must possess a strong background in digital health, public health, or a related field. A proven track record of successfully implementing digital health projects is essential. Additionally, candidates should have excellent project management skills, with the ability to manage multiple tasks and deadlines effectively. Strong analytical and problem-solving skills are required, along with the ability to work collaboratively with diverse teams. Familiarity with health information systems and digital health technologies is highly desirable. Candidates should also demonstrate strong communication skills, both written and verbal, to effectively engage with stakeholders at all levels.

Educational Background:
A Master's degree in Public Health, Health Informatics, Digital Health, or a related field is required. Additional certifications in project management or digital health technologies will be considered an asset. Candidates with a PhD in a relevant field will be given preference, as will those with specialized training in health systems strengthening or digital health implementation.

Experience:
A minimum of 5 years of professional experience in digital health implementation or related fields is required. Candidates should have experience working with international organizations, government agencies, or non-governmental organizations in the health sector. Demonstrated experience in managing digital health projects from conception to implementation is essential. Experience in capacity building and training of health professionals in digital health tools and systems is also highly valued.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of additional languages, particularly those spoken in the region, is considered an asset and may enhance a candidate's application. Proficiency in local languages can be beneficial for stakeholder engagement and communication.

Additional Notes:
This position is offered as a consultancy role with a contract duration from January 12, 2026, to August 31, 2026, encompassing a total of 30 consultancy days. The position is part-time, and candidates are expected to work flexibly to meet project needs. The role may involve travel within Montenegro and potentially to other countries as required by project activities.
