Job Overview: The Travel Officer, P-3, is responsible for managing and ensuring the effective delivery of travel services across the United Nations Support Office in Haiti (UNSOH). This role involves overseeing official travel arrangements for personnel, ensuring compliance with UN travel regulations, and managing travel budgets. The incumbent will report to the Chief of Section/Unit, Administrative Services, and will be expected to provide timely and accurate travel-related information to mission staff. The position requires a proactive approach to problem-solving and the ability to handle complex travel cases while maintaining cost-effectiveness. The Travel Officer will also be involved in liaising with various stakeholders, including UN global travel community leaders, to negotiate favorable travel terms and conditions.
Duties and Responsibilities: The Travel Officer will perform a variety of duties, including but not limited to: managing travel services to ensure alignment with the UN's goals and objectives; administering official travel arrangements and entitlements; issuing and controlling UN travel documents; establishing travel entitlements for UN officials; assisting with finance and budget requirements; managing the Travel Management Services contractor; coordinating with other agencies for common service compliance; negotiating corporate discounts with airlines; researching new technologies in travel markets; assisting UN travelers in challenging circumstances; creating Funds Commitment documents for travel; and performing other related duties as required. The role demands a high level of professionalism and the ability to work collaboratively with colleagues to achieve organizational goals.
Required Qualifications: Candidates must possess a strong knowledge of administrative, budgetary, financial, and human resources policies and procedures. They should have a comprehensive understanding of travel and transportation entitlements, international fare construction, and group travel management. The ability to apply UN administrative rules and regulations effectively is essential. Candidates should demonstrate analytical skills to interpret large data sets and recommend improvements. A commitment to gender perspectives and equal participation in the workplace is also required.
Educational Background: An advanced university degree (Master’s or equivalent) in business or public administration, finance, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of 5 years of progressively responsible experience in administration, budget, and/or finance within the UN system, specifically related to international travel management, is required. Desirable experience includes complex contract negotiations, familiarity with enterprise resource planning applications such as SAP/UMOJA, managing high-volume teams, and generating and analyzing large data sets.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English and Spanish is required, with a minimum level of proficiency specified in the UN Language Framework. Candidates must demonstrate their ability to read, write, listen, and speak in both languages at the required levels.
