Job Overview:
The Finance and Budget Assistant (Cashier), FS-5 position is a temporary role within the United Nations Support Office in Haiti, specifically located in Santo Domingo. The incumbent will be responsible for supporting treasury operations and cash management, preparing cost estimates and budget proposals, and assisting with the administration and monitoring of extra-budgetary resources. This role requires a proactive approach to financial management, ensuring compliance with UN regulations and effective use of budgetary resources. The Finance and Budget Assistant will work closely with programme and fund centre managers to facilitate budget submissions and performance monitoring, providing critical financial insights to mission management. The position demands a high level of professionalism, attention to detail, and the ability to work collaboratively in a multicultural environment. The successful candidate will play a key role in ensuring the financial integrity of the mission and supporting its operational objectives.

Duties and Responsibilities:
The Finance and Budget Assistant will perform a variety of tasks under the supervision of the Finance and Budget Officer, including but not limited to:
  • Supporting treasury operations and cash management, including the preparation of cost estimates and budget proposals.
  • Assisting programme and fund centre managers in developing resource requirements for budget submissions.
  • Monitoring extra-budgetary resources and ensuring compliance with established policies and procedures.
  • Reviewing budget utilization and providing timely information to mission management for decision-making.
  • Preparing budget performance reports and ensuring accurate data is provided by programme managers.
  • Supporting year-end reviews of budget implementation and providing financial interpretations and advice in response to audits.
  • Maintaining the fixed asset register and ensuring adherence to financial regulations.
  • Performing analysis and reporting on financial and operational performance to support mission leadership.
  • Ensuring compliance with environmental and waste management policies in daily activities. 1
  • Carrying out any other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. Additionally, a technical or vocational certificate in accounting, finance, budget business administration, public administration, or related fields is required. The role demands a strong understanding of financial management principles and practices, as well as familiarity with UN financial regulations and rules. Candidates should demonstrate professionalism, attention to detail, and the ability to work effectively in a team-oriented environment. Strong analytical skills and the ability to provide sound financial advice are essential for success in this position.

Educational Background:
The minimum educational requirement for this position is a high school diploma or equivalent. However, candidates with a technical or vocational certificate in accounting, finance, budget business administration, public administration, or related fields will be preferred. This educational background is crucial for understanding the complexities of financial management within the UN framework and for effectively supporting the financial operations of the mission.

Experience:
Candidates must have a minimum of eight (8) years of progressively responsible experience in finance, budget, administration, public administration, business administration, or a related area. This experience should include a strong focus on cost management, budget formulation, financial monitoring, accounting, audit, and financial reporting. Experience using Enterprise Resource Planning (ERP) systems and generating reports on business intelligence is desirable. Additionally, experience working with international or multinational organizations will be considered an asset, as it demonstrates the ability to navigate complex financial environments and collaborate with diverse stakeholders.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English and Spanish is required. Candidates must demonstrate a minimum level of proficiency in reading, writing, listening, and speaking in both languages, as outlined in the UN Language Framework. This linguistic capability is essential for effective communication within the UN system and with external partners.
