Job Posting Organization:
The United Nations Support Office in Haiti (UNSOH) was established to provide support primarily to the Gang Suppression Force (GSF), the United Nations Integrated Office in Haiti (BINUH), the Haitian National Police (HNP), and the Haitian Armed Forces. The organization is tasked with delivering technical assistance to the Organization of American States (OAS) and operates in the context of joint operations with the GSF. Job Overview:
The Finance and Budget Assistant (Cost Recovery) position is a temporary role located in Santo Domingo, under the supervision of the Finance and Budget Officer. The incumbent will be responsible for assisting in the preparation of cost estimates and budget proposals, ensuring compliance with established regulations and policies. This role involves supporting program managers in resource requirement elaboration, monitoring extra-budgetary resources, and processing fund redeployments. The assistant will also prepare budget performance reports, maintain collection records, and provide financial interpretations and corrective actions in response to audits. The position requires a proactive approach to financial stewardship and performance monitoring, ensuring that daily activities align with the Department of Operational Support's Environmental and Waste Management policies.

Duties and Responsibilities:
The Finance and Budget Assistant will perform a variety of tasks including: assisting in the preparation of cost estimates and budget proposals; reviewing and revising budget data; supporting program managers with resource requirements; administering and monitoring extra-budgetary resources; processing redeployment of funds; preparing budget performance reports; maintaining collection records; and ensuring compliance with UN Financial Regulations and Rules. The assistant will also provide strategic support and business intelligence to operational counterparts, assist in planning and reporting financial performance, and ensure adherence to environmental policies. Other duties may be assigned as necessary.

Required Qualifications:
Candidates must possess a high school diploma or equivalent, along with a technical or vocational certificate in accounting, finance, budget business administration, public administration, or related fields. A minimum of eight years of progressively responsible experience in finance, budget, administration, or related areas is required. Experience in cost management, budget formulation, financial monitoring, and accounting is essential. Familiarity with ERP systems and experience in international organizations are desirable.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent, complemented by a technical or vocational certificate in relevant fields such as accounting, finance, or public administration. This educational foundation is crucial for understanding the complexities of budget management and financial reporting within the UN framework.

Experience:
The position requires at least eight years of progressively responsible experience in finance, budget, administration, or related areas. Candidates should have a strong background in cost management, budget formulation, financial monitoring, and accounting. Experience with ERP systems and generating business intelligence reports is highly desirable, as is experience working in international or multi-national organizations.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is mandatory, while knowledge of French and Spanish is considered desirable. Candidates must demonstrate a minimum level of proficiency in reading, writing, listening, and speaking in English, as per the UN Language Framework.
