Job Overview:
The Finance and Budget Assistant (Cashier), FS-5 position is a temporary role within the United Nations Support Office in Haiti, specifically located in the Office of the Chief, Operations and Resources Management, Finance and Budget Section. The incumbent will report directly to the Finance and Budget Officer or the Chief of Unit/Section. The primary functions of this role include supporting treasury operations and cash management, preparing cost estimates and budget proposals, and assisting with the administration and monitoring of extra-budgetary resources. The position requires a proactive approach to ensure compliance with UN regulations and effective use of financial resources. The Finance and Budget Assistant will also be responsible for preparing budget performance reports, providing financial advice, and maintaining the fixed asset register. This role is crucial for ensuring that financial operations align with the mission's objectives and contribute to the overall success of the United Nations' efforts in Haiti.

Duties and Responsibilities:
The Finance and Budget Assistant will perform a variety of tasks under the general supervision of the Finance and Budget Officer, including but not limited to:
  • Supporting treasury operations and cash management, including the preparation of cost estimates and budget proposals.
  • Assisting program/fund centre managers in developing resource requirements for budget submissions.
  • Monitoring extra-budgetary resources and ensuring compliance with established policies and procedures.
  • Reviewing budget utilization and providing timely information to mission management for decision-making.
  • Preparing budget performance reports and ensuring accurate data is provided by program/fund centre managers.
  • Supporting year-end reviews of budget implementation and providing financial interpretations and corrective actions as needed.
  • Maintaining the fixed asset register and ensuring compliance with environmental policies.
  • Performing other duties as assigned by the supervisor, contributing to the overall financial stewardship of the mission.

Required Qualifications:
Candidates must possess a high school diploma or equivalent, along with a technical or vocational certificate in accounting, finance, budget business administration, public administration, or related fields. A minimum of eight (8) years of progressively responsible experience in finance, budget, administration, or related areas is required. Candidates should demonstrate a strong understanding of cost management, budget formulation, financial monitoring, and reporting. Experience with ERP systems and generating business intelligence reports is desirable, as is experience working with international or multi-national organizations. The ability to provide accurate and timely support in financial operations is essential for this role.

Educational Background:
The educational background required for this position includes a high school diploma or equivalent, which is mandatory. Additionally, candidates must have a technical or vocational certificate in a relevant field such as accounting, finance, budget business administration, or public administration. This educational foundation is crucial for understanding the complexities of financial management within the context of the United Nations' operations.

Experience:
The position requires a minimum of eight (8) years of progressively responsible experience in finance, budget, administration, public administration, or business administration. Candidates should have a solid track record in cost management, budget formulation, financial monitoring, accounting, audit, and financial reporting. Experience with ERP systems and generating reports on business intelligence is considered an asset, as is experience working in international or multi-national organizations, which can provide valuable insights into the financial operations of such entities.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, with a minimum level of UN Level II in reading, writing, listening, and speaking. Additionally, knowledge of French and Spanish is desirable, with the same proficiency level expected. This multilingual capability is essential for effective communication and collaboration within the diverse environment of the United Nations.
