Job Overview: The Finance and Budget Officer (Chief of Budget) position is a temporary role focused on coordinating the financial resourcing and performance management of the mission. The incumbent will be responsible for planning and implementing budgetary resources, monitoring financial performance, and providing strategic analysis and recommendations on resource priorities. This role requires collaboration with various stakeholders to ensure compliance with legislative requirements and effective use of budgetary resources. The officer will also oversee the preparation of budget performance reports and provide guidance to fund center/programme managers on budget implementation. The position is crucial for ensuring that the mission's financial operations align with its objectives and mandates, and it involves significant interaction with senior management and external stakeholders.
Duties and Responsibilities: The Finance and Budget Officer will perform a variety of duties including: supporting the development of the mission's annual budget, preparing cost estimates and budget proposals, reviewing and finalizing budget performance reports, advising managers on resource priorities, administering mission allotments, ensuring compliance with financial regulations, monitoring extra-budgetary resources, preparing financial reports for senior management, and overseeing daily operations in the absence of the Chief of Section. The officer will also ensure that all activities comply with environmental policies and perform other duties as assigned. This role requires a proactive approach to financial management and the ability to provide strategic support to mission leadership.
Required Qualifications: Candidates must demonstrate professional competence in accounting and budget principles, with a strong understanding of financial regulations and procedures. The ability to apply analytical skills in financial management, conduct independent research, and resolve operational problems is essential. The officer should also possess strong communication skills, both written and verbal, and be able to effectively guide and support staff in achieving their objectives. This educational background is critical for understanding the complexities of financial management within the context of international organizations.
Experience: A minimum of seven years of progressively responsible experience in finance, budget, administration, or related areas is required. Candidates should have experience in cost management, budget formulation, financial monitoring, accounting, and financial reporting. Experience in translating strategies into financial plans and operations is desirable, as is familiarity with ERP systems in international or multi-national organizations. Additionally, experience working in volatile or post-conflict settings is advantageous, as it provides insight into the unique challenges faced in such environments.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, and Spanish is also required. Candidates must demonstrate a minimum level of proficiency in reading, writing, listening, and speaking for both English and Spanish, as outlined in the UN Language Framework.
