Job Overview: The National Consultant will be responsible for preparing the mitigation section of Turkmenistan's updated Nationally Determined Contributions (NDC) 3.
This role is crucial as it aligns with the country's commitments under the Paris Agreement to reduce greenhouse gas emissions and enhance climate resilience. The consultant will work closely with various stakeholders, including government agencies, civil society, and international partners, to gather data, analyze current mitigation strategies, and propose new initiatives that align with national and international climate goals. The assignment is expected to take place from January 2026 to June 2026, and the consultant will need to ensure that the mitigation section is comprehensive, scientifically sound, and reflective of the latest climate science and policy developments.
Duties and Responsibilities: The consultant's primary duties will include conducting a thorough review of existing mitigation strategies and policies in Turkmenistan, engaging with stakeholders to gather input and feedback, analyzing data related to emissions and mitigation potential, drafting the mitigation section of the NDC, and ensuring that the document meets the requirements set forth by the UN Framework Convention on Climate Change (UNFCCC). Additionally, the consultant will be expected to facilitate workshops and meetings to discuss findings and gather further insights, as well as to prepare presentations and reports summarizing the work done and recommendations made.
Required Qualifications: Candidates must possess a strong background in environmental science, climate policy, or a related field. They should have proven experience in climate change mitigation, particularly in the context of national policies and international agreements. Familiarity with the UNFCCC processes and the NDCs is essential. Strong analytical skills, excellent written and verbal communication abilities, and experience working with diverse stakeholders are also required. The ability to work independently and manage time effectively to meet deadlines is crucial for this role.
Educational Background: A minimum of a Master's degree in environmental science, climate change, public policy, or a related field is required. A PhD in a relevant discipline would be an advantage. Candidates should have a solid understanding of climate science, policy frameworks, and the socio-economic factors influencing climate action.
Experience: The position requires at least 5 years of professional experience in climate change mitigation, environmental policy, or a related field. Experience working with governmental and non-governmental organizations, particularly in the context of developing countries, is highly desirable. Previous experience in drafting policy documents or reports related to climate change is also preferred.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Turkmen or Russian would be considered an asset, as it would facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.
