Job Overview: The Finance Specialist position at DRC is a critical role focused on financial management, reporting, and compliance for the organization's operations in Thailand, specifically in Bangkok. Duties and Responsibilities: The Finance Specialist will have a comprehensive set of duties and responsibilities, including but not limited to: supporting the development and implementation of financial management capacity building for staff; providing technical support and advice to budget holders and program colleagues; reinforcing existing procedures and systems for financial management and control; organizing training sessions for budget holders on financial management topics; ensuring timely delivery of quality financial reports to donors and internal stakeholders; updating monthly budget follow-up tools for regional projects; conducting monthly financial briefings with relevant managers; ensuring thorough budgetary control in country programs; liaising with managers on key financial issues; collecting cash forecasts from program managers; maintaining an overview of funding levels; ensuring monthly meetings with project managers to discuss financial variances; updating and maintaining the Master Budget; designing staff allocation tables; ensuring reconciliation between donor agreements and approved budgets; and following up on open committed costs and pending transactions.
Required Qualifications: To qualify for the Finance Specialist position, candidates must possess a Master's degree in Finance, Accounting, or Business Administration. Additionally, a minimum of three years of practical experience in financial management, preferably within an INGO or NGO context, is required. Candidates should demonstrate proven experience in managing large budgets and providing technical guidance and training to staff. Experience working with national partners and local or government authorities is essential, as is familiarity with relevant donor guidelines such as those from UNHCR, ECHO, OFDA, WFP, DFID, or BPRM. Advanced proficiency in Excel is necessary, along with full professional proficiency in English and full proficiency in Thai, including writing skills.
