Job Overview: The Human Resources and Administration Officer plays a crucial role in supporting the effective delivery of HR and administrative functions for DRC’s office in Bangkok. This position is essential for ensuring compliance with DRC procedures and guidelines within the sub-hub area. The officer will contribute to the smooth running of operations by following action plans and managing day-to-day tasks. Additionally, the role involves providing support and technical guidance to project teams based in Bangkok or associated with regional projects, ensuring that all HR standards and procedures are applied consistently and effectively.
Duties and Responsibilities: The duties and responsibilities of the Human Resources and Administration Officer include:
Ensuring compliance with general HR standards and procedures as defined in the DRC Operations Handbook.
Supporting all phases of recruitment, including job postings, candidate screening, and interview coordination.
Assisting managers in developing individual development plans for employees that align with DRC’s vision and strategic priorities.
Preparing and updating briefing and induction packages for new staff, overseeing the induction process to ensure a smooth onboarding experience.
Assisting with the Performance & Development Process, including performance evaluations and feedback mechanisms.
Drafting new and renewed employment contracts, addressing personnel-related issues with a focus on compensation and benefits.
Monitoring staff leaves and absences, ensuring accurate records are maintained.
Managing staff complaints through established DRC mechanisms, ensuring adherence to the DRC Code of Conduct.
Serving as a liaison with local Health Insurance Companies regarding staff health insurance issues. 1
Supporting staff development activities, including promoting the DRC Learning Catalogue. 1
Assisting the Support Services Manager with administrative tasks, including travel arrangements and organizing visits for external visitors. 1
Acting as the focal point for the administration of tenancy agreements and liaising with lessors. 1
Coordinating onboarding and exit procedures for all staff in collaboration with the Safety Department.
Required Qualifications: To be considered for this position, candidates must possess the following qualifications:
A minimum of 2 years of relevant work experience in a similar field, preferably with an international non-governmental organization (INGO) in Thailand.
A university degree in Human Resources Management, Business Administration, or an equivalent professional qualification.
A basic understanding of local labor laws and regulations.
Experience and/or understanding of administrative tasks and providing support to highly mobile project teams.
Full professional proficiency in English, both written and spoken.
Full proficiency in Thai, including writing skills.
Educational Background: Candidates must have a university degree in Human Resources Management, Business Administration, or a related field. Equivalent professional qualifications may also be considered. This educational background is essential for understanding the complexities of HR management and administrative functions within an international context.
Experience: The position requires a minimum of 2 years of relevant work experience in human resources and administration, ideally within an INGO setting in Thailand. Candidates should have a proven track record of managing HR processes, supporting recruitment efforts, and providing administrative support to project teams.
Languages: The mandatory language requirements for this position include full professional proficiency in English and full proficiency in Thai, including writing skills. Proficiency in additional languages may be considered an asset but is not mandatory.
Additional Notes: This position is offered on a contract basis until 31 December 2026, classified under the Non-Management H band. The work location is in Bangkok, Thailand, and the start date is as soon as possible. Salary and conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for employees on national contracts.
