Job Overview:
The position of Consultant for Socio-economic analysis of Climate Risk and Vulnerability involves conducting a comprehensive analysis of the socio-economic impacts of climate risks and vulnerabilities in Burkina Faso. The consultant will be expected to assess the current climate change scenarios affecting local communities and economies, and to provide actionable recommendations for enhancing resilience and adaptive capacity. This role is crucial in supporting the Local Climate Adaptive Living (LoCAL) facility, which aims to channel climate finance to local governments in LDCs. The consultant will work closely with local authorities, stakeholders, and communities to integrate climate change adaptation into local planning and budgeting processes. The overarching goal is to ensure that local governments are equipped with the necessary data and tools to make informed decisions regarding climate adaptation strategies.

Duties and Responsibilities:
The consultant will be responsible for the following duties and responsibilities:
  • Conduct a detailed socio-economic analysis of climate risks and vulnerabilities in selected localities in Burkina Faso.
  • Collaborate with local governments and stakeholders to gather relevant data and insights on climate impacts.
  • Develop a framework for assessing the socio-economic implications of climate change on local communities.
  • Provide recommendations for integrating climate adaptation measures into local development plans and budgets.
  • Facilitate workshops and training sessions for local authorities on climate risk assessment and adaptation strategies.
  • Prepare comprehensive reports detailing findings, methodologies, and recommendations for stakeholders.
  • Engage with national and regional partners to ensure alignment with broader climate adaptation initiatives.
  • Monitor and evaluate the effectiveness of implemented adaptation measures and provide feedback for continuous improvement.

Required Qualifications:
The ideal candidate for this position should possess the following qualifications:
  • A strong background in climate science, environmental studies, or a related field.
  • Proven experience in socio-economic analysis, particularly in the context of climate change.
  • Familiarity with climate finance mechanisms and local government processes in LDCs.
  • Excellent analytical and research skills, with the ability to synthesize complex information into actionable recommendations.
  • Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Proficiency in data analysis software and tools relevant to climate risk assessment.

Educational Background:
Candidates should have at least a Master's degree in environmental science, climate change, economics, or a related field. A Ph.D. in a relevant discipline would be an advantage. Additional certifications or training in climate risk assessment and adaptation strategies are also desirable.

Experience:
The position requires a minimum of 5 years of relevant professional experience in climate change analysis, socio-economic assessments, or related fields. Experience working with local governments or international organizations in LDCs is highly preferred. Familiarity with the specific challenges and opportunities related to climate adaptation in Burkina Faso will be considered an asset.

Languages:
Fluency in French is mandatory, as it is the official language of Burkina Faso. Proficiency in English is also desirable, as it may be necessary for communication with international stakeholders. Knowledge of local languages would be an advantage.

Additional Notes:
The contract duration for this consultancy is set for 58 working days over a period of six months. This position is classified as an individual contractor role, which may involve both remote work and field visits to the selected localities in Burkina Faso. The consultant will be expected to submit proposals directly through the designated supplier portal, and any clarifications regarding the tender must be communicated through the messaging functionality in the portal. Compensation and benefits will be discussed during the negotiation phase.
