Job Overview: The Climate Risk Insurance Consultant will play a crucial role in providing technical support and capacity development for stakeholders in Papua New Guinea (PNG) related to the Insurance Guarantee and Financing Facility (IGFF) as part of the Pacific Insurance and Climate Adaptation Programme (PICAP). This position requires a deep understanding of climate risk management and insurance mechanisms, as well as the ability to engage with various stakeholders, including government agencies, private sector actors, and community organizations. The consultant will be responsible for developing strategies to enhance the resilience of vulnerable communities to climate-related risks through effective insurance solutions. The assignment is expected to last for 150 days over a period of 10 months, during which the consultant will work closely with local partners to implement capacity-building initiatives and provide expert guidance on insurance products tailored to the needs of the Pacific region.
Duties and Responsibilities:
Conduct assessments of the current insurance landscape in Papua New Guinea, identifying gaps and opportunities for climate risk insurance solutions.
Develop and deliver training programs for stakeholders on climate risk management and insurance principles.
Collaborate with local governments and organizations to design and implement insurance products that address the specific needs of vulnerable communities.
Provide technical assistance in the development of policies and frameworks that support the integration of climate risk insurance into national and local planning processes.
Facilitate stakeholder consultations and workshops to gather input and foster collaboration among various actors in the insurance sector.
Monitor and evaluate the effectiveness of implemented insurance solutions and capacity-building initiatives, providing recommendations for improvement.
Prepare reports and documentation summarizing findings, lessons learned, and best practices related to climate risk insurance in PNG.
Required Qualifications:
Proven expertise in climate risk management, insurance, and financial inclusion.
Strong understanding of the Pacific region's socio-economic context and climate challenges.
Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Demonstrated experience in capacity development and training delivery.
Proficiency in project management and the ability to work independently and as part of a team.
Educational Background: A master's degree in finance, economics, environmental science, or a related field is required. Additional certifications in climate risk management or insurance would be an asset.
Experience: A minimum of 5 years of relevant professional experience in climate risk insurance, financial services, or related fields is required. Experience working in the Pacific region or with developing countries is highly desirable.
Languages: Fluency in English is mandatory. Knowledge of local languages spoken in Papua New Guinea would be an advantage.
Additional Notes: This position is offered as an individual contractor role, with a contract duration of 150 days over 10 months. The consultant is expected to work full-time and may be required to travel within Papua New Guinea as part of their duties. Compensation will be commensurate with experience and qualifications, and benefits may include travel allowances and other relevant expenses.
