Job Overview:
The Finance and Administration Officer plays a crucial role in overseeing all aspects of administrative support within the organization. This position is responsible for ensuring efficient operations and procedures, as well as providing support for daily financial issues. The officer will be tasked with processing transactions and accurately recording them in the standardized DRC cashbook. Key responsibilities include conducting internal program audits, ensuring overall financial compliance, and performing monthly analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis. The role requires a proactive approach to managing financial operations, ensuring that all payments are made in a timely manner and in accordance with existing DRC forms and national laws. The officer will also be responsible for maintaining accurate financial records and supporting the Finance Manager in preparing annual financial statements for DRC’s Libya legal entity.

Duties and Responsibilities:
The Finance and Administration Officer will have a comprehensive set of duties and responsibilities, including but not limited to:
  • Finance Management: Overseeing bank and cash transactions, ensuring timely payments, and verifying that all transactions are supported by proper documentation.
  • Monitoring and Reporting: Maintaining project and donor contacts, preparing monthly tax declarations, and supporting the Finance Manager in financial reporting.
  • Record Keeping: Establishing and reconciling the general ledger, ensuring all expenses are entered into the DRC Dynamics system accurately and promptly.
  • Vendor and Staff Payments: Ensuring all payments are compliant with national laws and DRC regulations, and maintaining proper filing of financial documentation.
  • Administrative Support: Coordinating travel arrangements for staff, preparing payroll, and managing HR documentation.
  • Digitalization: Updating HR digital archiving and managing digital spaces for finance-related documents.
  • Collaboration: Working closely with other departments to gather necessary information for financial processes and ensuring effective communication across teams.

Required Qualifications:
To be considered for this position, candidates must possess strong written and mathematical skills, as well as advanced computer skills. Experience in managing and handling cash is essential, along with a background in working with UN or non-governmental organizations. Strong organizational skills and the ability to prioritize a large and changeable workload are critical. Candidates should also demonstrate good communication skills and the ability to work effectively as part of a team, while being capable of working independently and energetically. A relevant university degree in Finance, Accounting, or a similar field is required.

Educational Background:
Candidates must hold a relevant university degree in Finance, Accounting, or a related field. This educational background is essential for understanding the financial principles and regulations that govern the role of Finance and Administration Officer.

Experience:
A minimum of three (3) years of experience in a similar position is required. This experience should include financial management, administrative support, and familiarity with the operations of humanitarian organizations. Candidates should have a proven track record of handling financial transactions and maintaining accurate financial records.

Languages:
Fluency in spoken and written English and Arabic is mandatory for this position. Proficiency in these languages is essential for effective communication within the organization and with external stakeholders.
