Job Overview:

  • The primary objective of this consultancy is to conduct a mixed-methods applied study that investigates the impact of climate hazards on children's access to education in the Pacific, particularly in Papua New Guinea, Solomon Islands, and Vanuatu. The consultant will be responsible for developing a detailed inception report that includes a literature review and data collection tools, as well as recruiting, training, and managing field-level enumerators. The consultant will oversee quality data collection activities, translate, clean, and analyze the collected data, and produce a final study report along with associated knowledge products that meet Save the Children's quality requirements. This role is crucial in strengthening the evidence base regarding the linkages between climate change and children's education in the Pacific region, which is currently limited.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Developing a comprehensive inception report that outlines the study's methodology, literature review, and data collection tools.
  • Recruiting, training, and managing field-level enumerators to ensure effective data collection.
  • Conducting and overseeing quality data collection activities to ensure the integrity and reliability of the data gathered.
  • Translating, cleaning, and analyzing the data collected to derive meaningful insights.
  • Producing a final study report that summarizes the findings and includes associated knowledge products, ensuring they align with Save the Children's quality standards.
  • Engaging with local communities and stakeholders to ensure the study is conducted ethically and inclusively, particularly involving children and marginalized groups.

Required Qualifications:
Candidates must demonstrate advanced research expertise in education, climate change, or related fields. They should have experience conducting both quantitative and qualitative research, ideally focusing on education and/or climate change. Familiarity with conducting studies within the Pacific region, particularly in Melanesia, is essential, along with evidence of previous engagement with local study partners. The consultant must also possess strong written and verbal communication skills to effectively convey technical and complex findings to non-specialist audiences, particularly in report writing and presentations.

Educational Background:
A relevant educational background is required, typically at least a master's degree in a field related to education, climate change, social sciences, or a similar discipline. This educational foundation should provide the necessary theoretical knowledge and research skills to conduct the study effectively.

Experience:
The position requires significant experience in conducting research studies, particularly in the fields of education and climate change. Candidates should have a proven track record of managing similar studies, demonstrating their ability to lead research projects from inception to completion. Experience working in the Pacific region and familiarity with local contexts and challenges will be highly advantageous.

Languages:
Strong proficiency in English is mandatory, as the consultant will need to communicate findings and produce reports in English. Knowledge of local languages spoken in the Pacific region may be considered an asset, as it could facilitate better engagement with local communities and stakeholders during the research process.

  • The position is remote, allowing for flexibility in location, but candidates should ideally be based in or have experience working in the Pacific region. The consultancy is open to both national and international applicants. Compensation details will be discussed during the application process, and consultants will be required to undergo necessary background checks, including an International/National Police Check and a Working with Children Check where applicable.
