Job Overview: The Senior Infrastructure Officer will serve as a support lead for the infrastructure component of the Advancing Cross-border Resilience and Opportunities for Safety and security" style="border-bottom: 1px dotted #007bff !important;">Security (ACROSS) Project in Nigeria. This role involves coordinating and reporting on all activities related to the Productive and Social Infrastructure component of the project. The officer will provide technical guidance and advice to staff and implementing partners, ensuring that CRS's work aligns with best practices and effectively benefits the communities served. The position requires strong coordination and relationship management skills to enhance the project's impact and facilitate collaboration among local stakeholders, including community members, NGOs, and government entities. The officer will also be responsible for monitoring project implementation, addressing challenges, and ensuring adherence to established standards and procedures.
Duties and Responsibilities: The Senior Infrastructure Officer will support and coordinate all infrastructure development projects as outlined in the detailed implementation plan, ensuring compliance with CRS program quality principles, donor requirements, and good practices. Key responsibilities include completing project documentation for assigned activities, assisting in the identification of information for case studies and reports, monitoring and reporting challenges, and supporting local project stakeholders. The officer will supervise ad-hoc inspections at project sites, track resource use through budget reviews, produce technical designs and drawings, prepare indicative budgets for infrastructure works, and oversee the training of Cash-for-Work beneficiaries. Additionally, the officer will coordinate project evaluation activities, assist partners in data collection and analysis, and monitor capacity building efforts for partner organizations.
Required Qualifications: Candidates must possess a bachelor's degree, preferably in Civil Engineering, Architecture, or Construction Management. A minimum of 5 years of work experience in project support, particularly in Construction or Infrastructure management, is required. Candidates should have at least two years of experience in developing and implementing infrastructure or community projects for development organizations or NGOs. Registration with professional regulatory bodies in engineering, construction, or architecture is advantageous. Additional experience may substitute for some educational requirements.
Educational Background: A bachelor's degree is required for this position. A degree in Civil Engineering, Architecture, or Construction Management is preferred, as these fields provide the necessary technical knowledge and skills for the role. Candidates with relevant certifications or registrations with professional bodies will have an added advantage in the selection process.
Experience: The position requires a minimum of 5 years of relevant work experience, ideally in project support within the field of Construction or Infrastructure management. Candidates should have a proven track record of developing and implementing infrastructure or community projects for development organizations or NGOs. Experience in participatory action planning, community engagement, and project monitoring is preferred. Familiarity with engineering design software and construction technologies will also be beneficial.
Languages: English is the mandatory language for this position, while proficiency in Hausa is considered an additional advantage. Strong communication skills in both languages will facilitate effective collaboration with local partners and community members.
Additional Notes: The position may require travel up to 75% of the time, necessitating flexibility and willingness to engage with various stakeholders across project sites. The role involves supervisory responsibilities over construction supervisors and contractors, ensuring that project activities are executed according to established standards.
