Job Overview:
The International Consultant CBRN and VBSS Expert will play a crucial role in enhancing maritime law enforcement capabilities through specialized training in Chemical, Biological, Radiological, and Nuclear (CBRN) incident awareness, identification, prevention, and response. This position involves developing technical content for training slide decks and delivering maritime law enforcement exercises in multiple countries, including Nigeria, Seychelles, the Democratic Republic of the Congo (DRC), and Indonesia. The expert will work closely with coast guards, ministries of justice, border police, customs, and other Maritime Law Enforcement (MLE) officials to improve their skills in boarding and vessel searching techniques, particularly in relation to drug trafficking, CBRN threats, smuggling of migrants, and fisheries crimes. The role requires a strong understanding of maritime law enforcement and the ability to communicate effectively across diverse cultural backgrounds.

Duties and Responsibilities:
The duties and responsibilities of the CBRN and VBSS Expert include:
  • Developing technical content for CBRN and VBSS training slide decks, focusing on awareness, identification, prevention, and response strategies.
  • Delivering and supporting maritime law enforcement exercises in Nigeria, Seychelles, DRC, and Indonesia, including the submission of comprehensive reports on each exercise to assess and improve VBSS training.
  • Collaborating with the Programme Officer for regular updates and feedback on training progress and challenges.
  • Engaging with participants from various maritime law enforcement agencies to enhance their operational capabilities.
  • Providing recommendations based on the outcomes of training sessions and exercises to inform future training initiatives.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in law, criminology, public administration, political science, international relations, or a related field. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted. A minimum of 10 years of relevant maritime law enforcement experience is required, along with proven experience in training maritime law enforcement officers in an international context. Familiarity with CBRN detection equipment and a broad understanding of maritime situations in the Pacific and Atlantic regions are desirable. Strong interpersonal and communication skills, particularly in intercultural settings, are essential.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as law, criminology, public administration, political science, or international relations. Candidates with a first-level university degree in similar fields may be considered if they have additional qualifying experience.

Experience:
The position requires a minimum of 10 years of relevant experience in maritime law enforcement, with a strong emphasis on training and capacity building in an international environment. Candidates should have a proven track record of working with maritime law enforcement agencies and developing training modules or curricula.

Languages:
Fluency in oral and written English is mandatory for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of another official United Nations language, such as French, is considered an advantage and may enhance a candidate's profile.
