Job Overview:
The Senior Financial Officer will play a crucial role in supporting the EpiC Senior Finance Officer in managing all financial operations of the project. This position involves overseeing financial management, accounting, and record-keeping to ensure compliance with U.S. Government and FHI 360 policies. The officer will collaborate closely with operations staff to ensure that financial practices align with organizational standards. The role requires a proactive approach to financial oversight, including budget preparation, financial reporting, and ensuring that all financial transactions are documented and compliant with relevant regulations. The officer will also be responsible for capacity building among sub-awardees and ensuring that financial practices are transparent and efficient, contributing to the overall success of the EpiC project.

Duties and Responsibilities:
The Senior Financial Officer will be responsible for a comprehensive set of duties including: preparing and reviewing budgets and financial reports to ensure compliance with EpiC, US Government, and FHI 360 standards; supporting the timely closure and submission of monthly financial reports; conducting reconciliations for bank accounts, balance sheets, and vendor transactions; assisting in the development of budgets for sub-awardees and providing technical assistance; reviewing sub-awardee financial reports and conducting financial review visits; managing communications with banks regarding project finances; coordinating audits and implementing audit recommendations; ensuring procurement processes adhere to requirements; reviewing payments for compliance with cost principles; maintaining accurate financial records and documentation; confirming fund availability before authorizing expenditures; and ensuring timely processing of statutory payments as per local laws and organizational policies.

Required Qualifications:
Candidates must possess a Bachelor’s degree in finance, accounting, or business administration, along with 3-5 years of relevant experience. A CPA, ACA, or other professional qualification is desirable. The ideal candidate will have demonstrated experience in financial management and reporting, particularly in the context of USG-funded projects. Strong analytical, numerical, and problem-solving skills are essential, as well as the ability to identify cost-saving opportunities. Familiarity with US Government-funded projects and grants management policies is crucial, along with the ability to build effective relationships with stakeholders. Cultural sensitivity and an understanding of the needs of vulnerable populations are highly valued.

Educational Background:
A Bachelor’s degree in finance, accounting, or business administration is required for this position. Additional professional qualifications such as CPA or ACA are considered advantageous. The educational background should provide a solid foundation in financial principles and practices, equipping the candidate with the necessary skills to manage complex financial tasks effectively.

Experience:
Candidates should have a minimum of 3-5 years of relevant experience in financial management, particularly in roles that involve grants management and budget development for USG-funded projects. Experience in the public health sector, especially within Ukraine, is highly desirable. The candidate should demonstrate a proven track record of managing financial operations and reporting, as well as the ability to work collaboratively with various stakeholders.

Languages:
Fluency in both written and spoken Ukrainian is mandatory for this position. Additionally, proficiency in English is required, as the role involves reporting and communication with international stakeholders. Knowledge of other languages may be considered an asset but is not mandatory.
