Job Overview:
The Controlling Manager will join the Blue Desk, which covers countries including Mozambique, Venezuela, Niger, Mali, Burkina Faso, Togo, and Benin. This role is crucial for ensuring the proper financial management of five missions, which collectively represent an annual budget of around €20 million. The Controlling Manager will be responsible for ensuring compliance with internal procedures and donor requirements, as well as maintaining the quality of budget management. Key functions include monitoring the monthly financial cycle, preparing the annual accounting closure in collaboration with headquarters accounting, overseeing budget tracking for missions, updating financial risk assessments, and validating budget proposals and financial reports. The position serves as a technical reference point for financial requirements from donors and contributes to the annual programming of the desk. Additionally, the Controlling Manager will provide functional support to administrative and financial coordinators in the field, participate in recruitment processes, conduct briefings, monitor work performance, and enhance capacity on financial and administrative aspects. The role also includes supervising a finance assistant and participating in audits conducted at headquarters.

Duties and Responsibilities:
  • Ensure the financial management of five missions, ensuring compliance with internal procedures and donor requirements.
  • Monitor the monthly financial cycle and prepare the annual accounting closure in collaboration with headquarters.
  • Control budget tracking for missions and update financial risk assessments.
  • Validate budget proposals and financial reports.
  • Serve as a technical reference for financial requirements from donors.
  • Contribute to the annual programming of the desk.

Required Qualifications:
  • Higher education in business school or a master's degree in management/finance.
  • Essential experience in NGOs in a financial coordination role in the field for at least 2 years or in a similar position.
  • Strong understanding of accounting and management procedures.
  • Knowledge of donor funding rules (ECHO, EU, BHA, SDC, UNICEF, WFP, etc.).
  • Highly rigorous work ethic and strong interpersonal skills to collaborate with various departments and expatriates in the field.
  • Proficiency in common office software (Word and Excel).
  • Excellent command of English; knowledge of Spanish is a plus.
  • Familiarity with the SAGA accounting software is an advantage.

Educational Background:
Candidates must possess a higher education qualification, preferably from a business school or a master's degree in management or finance. This educational background is essential to ensure a solid understanding of financial management principles and practices necessary for the role.

Experience:
The position requires a minimum of 2 years of essential experience in NGOs, specifically in a financial coordination role in the field or in a similar position. This experience is crucial for understanding the complexities of financial management in humanitarian contexts and ensuring compliance with donor requirements.

Languages:
The mandatory language for this position is English, which must be spoken and written fluently. Knowledge of Spanish is considered a plus, as it may facilitate communication in certain missions and with specific donor agencies.

Additional Notes:
The contract type is a short-term contract (CDD) for a duration of 3 months, intended as a replacement. The position is based at the headquarters of Solidarités International in Clichy la Garenne, with potential field travel (20%). There is also the possibility of remote work, allowing for 4 to 12 days of telecommuting per month or 100% remote work with 3 mandatory in-person days per month, in accordance with the current telework charter and manager approval. The gross monthly salary ranges from €3,502 to €3,647, depending on the salary scale in effect. Employees are entitled to 2.0833 vacation days per month and 1 day of RTT (reduction of working time) for each complete month of work. Additional benefits include 80% coverage for health insurance, 60% coverage for meal vouchers, and 50% reimbursement for transportation costs. There are also recovery days and full medical coverage during field trips.
