The TNA project is designed to support countries in carrying out improved Technology Needs Assessments within the framework of the UNFCCC, helping them identify and analyze priority technology needs for climate change mitigation and adaptation.

Job Overview:
The position involves supporting and facilitating the Technology Needs Assessment (TNA) process, specifically in relation to climate change mitigation in the Energy Generation and Building and Housing sectors. The contractor will work under the direct supervision of the TNA Coordinator and will provide technical services on a part-time basis for the assessment of technology needs in Mongolia. Key outputs include a portfolio of technologies for the sector, a TNA report detailing prioritized technologies, a Barrier Analysis and Enabling Framework (BA&EF) report, and a Technology Action Plan (TAP) report. The contractor will also be responsible for organizing stakeholder meetings, identifying and prioritizing technologies through a participatory process, and leading the analysis of implementation circumstances for the prioritized technologies. The role requires collaboration with various stakeholders and adherence to best practices and guidelines provided by UNEP.

Duties and Responsibilities:
The contractor will be responsible for several key tasks, including: organizing consultative stakeholder meetings and workshops for TNA validation, BA&EF validation, and TAP validation; identifying and prioritizing technologies for the Energy Generation and Building and Housing sectors through a participatory process; leading the analysis of how prioritized technologies can be implemented in Mongolia; preparing and finalizing the TNA, BA&EF, and TAP reports with stakeholder inputs; and providing any additional inputs relevant to the TNA process as requested by the TNA Coordinator and UNEP. The contractor will also need to prepare working papers and other TNA-related documents to facilitate the consultative process and stakeholder engagement.

Required Qualifications:
The contractor should possess at least a postgraduate degree in environmental management or other climate-related fields. Expertise in climate change mitigation analysis is essential. A minimum of 7 years of relevant experience is required with a Bachelor's degree, or a minimum of 5 years of relevant work experience with a Master's degree. The expert should have at least 5 years of work experience in the climate change mitigation sector or related fields, preferably in Mongolia, along with practical experience in research analysis and project management. Experience in an international agency or organization is desirable, particularly in the context of Mongolia.

Educational Background:
A postgraduate degree in environmental management or a related climate field is required. Candidates with a Bachelor's degree must have more extensive experience to qualify, while those with a Master's degree require less experience to meet the qualifications for the position.

Experience:
Candidates must have a minimum of 7 years of relevant experience with a Bachelor's degree or a minimum of 5 years of relevant work experience with a Master's degree. At least 5 years of work experience in the climate change mitigation sector or related fields is essential, with a preference for experience in Mongolia. Practical experience in research analysis and project management is also required, along with experience in an international agency or organization being desirable.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be beneficial but is not specified as a requirement.
