Established to support the successful implementation of peacebuilding, humanitarian, and development projects, UNOPS has over 8,000 personnel across 80 countries, implementing around 1,000 projects at any given time. UNEP-CCC, as part of UNEP, focuses on assisting developing countries and emerging economies in transitioning towards low carbon development paths and integrating climate resilience into national development. The Technology Needs Assessment (TNA) project, implemented by UNEP and UNEP-CCC, aims to identify, prioritize, and diffuse environmentally sound technologies for climate change mitigation and adaptation, supported by UNOPS on behalf of the Global Environment Facility.

Job Overview:
The consultant will provide technical services on a part-time basis for the assessment of technology needs related to climate change adaptation activities in Mongolia. The role involves producing a portfolio of technologies for the agriculture and forest sectors, developing a Technology Needs Assessment (TNA) report, conducting a Barrier Analysis and Enabling Framework (BA&EF) report, and creating a Technology Action Plan (TAP) report. The consultant will work closely with the TNA Coordinator and the national TNA team to organize stakeholder meetings, identify and prioritize technologies, and analyze implementation barriers. The consultant will also be responsible for preparing working papers and other documents to facilitate stakeholder engagement and ensure the successful completion of the TNA process.

Duties and Responsibilities:
The contractor will be responsible for organizing consultative stakeholder meetings and workshops for TNA validation, BA&EF validation, and TAP validation. They will identify and prioritize technologies for the agriculture and forest sectors through a participatory process, which includes linking with relevant stakeholders, facilitating sectorial working groups, and collecting and analyzing data to prepare technology fact sheets. The contractor will lead discussions on how to implement prioritized technologies and improve implementation circumstances by addressing barriers and developing an enabling framework. They will prepare and finalize the TNA, BA&EF, and TAP reports, ensuring stakeholder inputs are included. Additionally, the contractor will provide any other necessary inputs relevant to the TNA process as requested by the TNA Coordinator and UNEP-CCC.

Required Qualifications:
The contractor should possess at least a postgraduate degree in environmental management or other climate-related fields. They should have expertise in climate change adaptation sectors and a minimum of 7 years of relevant experience with a Bachelor's degree or a minimum of 5 years of relevant work experience with a Master's degree. The expert should have at least 5 years of work experience in the agriculture sector or related fields, preferably in Mongolia, as well as practical experience in research analysis and project management. Experience in an international agency or organization is desirable, particularly in Mongolia.

Educational Background:
A postgraduate degree in environmental management or other climate-related fields is required. Candidates with a Bachelor's degree must have at least 7 years of relevant experience, while those with a Master's degree must have a minimum of 5 years of relevant work experience.

Experience:
Candidates should have a minimum of 7 years of relevant experience with a Bachelor's degree or a minimum of 5 years of relevant work experience with a Master's degree. At least 5 years of work experience in the agriculture sector or related fields is preferred, with a strong emphasis on practical experience in research analysis and project management. Experience in an international agency or organization is desirable, especially in Mongolia.

Languages:
Fluency in written and spoken English is required. Additional language skills may be beneficial but are not specified as mandatory.
