Job Overview:
The Consultant for Early Warning Systems will play a crucial role in enhancing the effectiveness of early warning systems (EWS) aimed at reducing mortality and economic losses from natural disasters. The position involves leading the development of a QGIS Plug-in for Impact Based Forecasting, which is essential for improving the capacity of high-risk, low-capacity countries to address gaps in risk knowledge and monitoring services. The consultant will work under the supervision of the Economic Affairs Officer and will be responsible for implementing strategies that align with the UN's commitment to combat climate change and its impacts, ensuring that vulnerable populations are not left behind. This role is vital in building the capacity of regions that are particularly susceptible to disasters, thereby contributing to the overarching goal of enhancing disaster resilience.

Duties and Responsibilities:
The Consultant will be responsible for the following duties:
  • Lead the development of the QGIS Plug-in for Impact Based Forecasting, ensuring it meets the needs of high-risk, low-capacity countries.
  • Conduct comprehensive spatial data analysis to inform the development of the plug-in.
  • Collaborate with the Disaster Risk Reduction Section to identify and address gaps in the four pillars of early warning systems: Risk Knowledge, Monitoring and Warning Services, Dissemination and Communication, and Response Capability.
  • Produce maps that comply with United Nations GIS standards to support decision-making processes.
  • Provide technical guidance and support to stakeholders involved in the implementation of early warning systems.
  • Engage with regional and subregional partners to align efforts with the Secretary General’s Executive Action Plan on Early Warnings for All 2023-202
  • Monitor and evaluate the effectiveness of the implemented systems and make recommendations for improvements.

Required Qualifications:
The ideal candidate should possess a Bachelor of Technology in Computer Science Engineering. Additionally, the candidate must have a strong background in big data analysis and custom software development. Excellent analytical and organizational skills are essential, along with technical knowledge and experience in spatial data analysis. Familiarity with producing maps that adhere to United Nations GIS standards is also required. The candidate should demonstrate the ability to work collaboratively in a team environment and possess strong problem-solving skills.

Educational Background:
A Bachelor of Technology degree in Computer Science Engineering is required for this position. This educational background provides the necessary technical foundation for understanding complex data systems and software development, which are critical for the role of Consultant in Early Warning Systems.

Experience:
Candidates should have relevant experience in big data analysis and custom software development.
