Job Overview: The Education Data & Evidence Officer will play a crucial role in supporting UNHCR's mission by providing technical guidance on data and evidence related to refugee education. This position will focus on several key work streams, including the annual global data collection and quality assurance for the 2026 Global Education Report. The officer will coordinate partnerships to streamline country-level education data collection using PowerApps and consolidate this data into a PowerBI dashboard. Additionally, the officer will oversee the development of a school-based form for collecting detailed education data in mixed inclusion settings and ensure the quality of the associated PowerBI dashboard. The role also involves providing technical delivery and guidance on funded projects that assess the implications of funding cuts on refugee and host education services, as well as developing standardized question sets for school-based surveys and assessments. The officer will work closely with various UNHCR divisions and partners to ensure the effective dissemination of education data and evidence, contributing to the overall strategic priorities of the organization.
Duties and Responsibilities: The Education Data & Evidence Officer will have a comprehensive set of responsibilities, including: providing contextualized technical support to UNHCR Regional Bureaus and Country Operations for the collection, analysis, storage, and dissemination of education data; supporting national Ministries of Education in integrating refugees into Education Management Information Systems (EMIS); identifying gaps in existing data collection systems and proposing solutions; delivering high-quality education statistics and reports for internal and external audiences; collaborating with other UNHCR services and divisions to identify opportunities and challenges in data management; coordinating the development of inclusive teaching resources; leading technical support for continuous professional development and peer learning; implementing tools for classroom observation; promoting the use of formative assessments; and ensuring the responsible use of data for advocacy and decision-making.
Required Qualifications: Candidates must possess a degree (preferably a Master’s or equivalent) in Education, Social Sciences, International Development, or a related field. A minimum of six years of experience in data and statistics management is required, with at least two years in humanitarian or development contexts. Candidates with a Bachelor’s degree must have at least six years of relevant experience, while those with a Master’s degree require five years, and those with a Doctorate need four years. An expert understanding of various data collection methodologies and the ability to analyze diverse datasets is essential. Candidates should also have professional experience in quality education program development, management, and advocacy, as well as demonstrated organizational skills and the ability to work independently in fast-paced environments.
Educational Background: The position requires a degree in a relevant field, with a preference for candidates holding a Master’s degree or equivalent. Educational backgrounds in Education, Social Sciences, International Development, or related fields are particularly valued, as they provide the necessary foundation for understanding the complexities of refugee education and data management.
Experience: The ideal candidate should have a minimum of six years of experience in data and statistics management, with at least two years in humanitarian or development situations. Proven experience in data collection in field situations is crucial, along with a demonstrated ability to communicate effectively with multiple stakeholders and lead coordination activities. Experience working with or on forced displacement, particularly with refugee children and youth, is highly desirable.
Languages: Fluency in English is mandatory, and knowledge of another UN language is considered an asset. The ability to communicate effectively in multiple languages can enhance collaboration with diverse teams and stakeholders across different regions.
