Job Overview:
The National Professional Officer for security" style="border-bottom: 1px dotted #007bff !important;">Security Management will play a critical role in ensuring the safety and security of WHO personnel, premises, and assets in Sudan. This position involves providing support in maintaining compliance with the United Nations Department of Safety and Security (UNDSS) and WHO Security Management Policies. The officer will monitor the implementation of technical security measures, conduct security risk assessments, and facilitate the development of Standard Operating Procedures (SOPs) and contingency plans. The role requires collaboration with various stakeholders, including diplomatic missions and local security forces, to ensure a secure environment for WHO operations. The officer will also be responsible for training staff on security protocols and maintaining updated security information to keep personnel informed of potential threats.

Duties and Responsibilities:
The duties and responsibilities of the National Professional Officer include:
  • Supporting the maintenance of safety and security for WHO personnel and assets in compliance with UNDSS and WHO policies.
  • Monitoring the implementation of technical security measures as outlined in the Security Plan and Security Risk Management Measures (SRMM).
  • Conducting security risk assessments for WHO Country Offices and reporting any emerging threats to the Operations Officer and the WHO Representative.
  • Facilitating the implementation of recommended mitigating measures and ensuring staff adherence to security guidelines.
  • Implementing an effective warden system, including training wardens and maintaining updated lists of personnel.
  • Arranging security training materials and conducting briefings on security communication systems and evacuation procedures.
  • Coordinating with UNDSS and local security forces for diplomatic missions.
  • Participating in security cell meetings and providing inputs on security management practices.
  • Ensuring compliance with mandatory security training for staff and assisting personnel in case of incidents. 1
  • Maintaining necessary security equipment and ensuring compliance with movement reporting requirements.

Required Qualifications:
The required qualifications for this position include:
  • A first-level university degree in business administration, political/social sciences, psychology, or international relations with a focus on security management.
  • A first-level university degree in police science, military, or police academy training is desirable.
  • At least two years of experience in security management, including training and guiding personnel on security issues.
  • Experience in field missions of the UN or recognized humanitarian organizations is an advantage, particularly in developing countries.
  • Demonstrated knowledge of security/risk management methods and technical skills in security system management.

Educational Background:
Candidates must possess a first-level university degree in relevant fields such as business administration, political/social sciences, psychology, or international relations, with a focus on security management. Additional qualifications in police science or military training are desirable, enhancing the candidate's understanding of security protocols and practices.

Experience:
Candidates should have a minimum of two years of experience in security management, with a proven track record of training and guiding personnel on security-related issues. Experience in UN field missions or recognized humanitarian organizations is advantageous, particularly in contexts involving health emergencies or outbreak responses. Security management experience in developing countries is also considered an asset.

Languages:
Expert knowledge of English and Arabic is essential for this position. Proficiency in additional languages may be considered an advantage, enhancing communication with diverse stakeholders and personnel.

Additional Notes:
This position is classified as a National Professional Officer role, meaning only applications from nationals of Sudan will be accepted. The remuneration package includes an annual base salary starting at USD 38,762, subject to mandatory deductions for pension contributions and health insurance.
