Job Overview:
The Air Law Expert (OPAS) position is integral to the General Legal Department at GACA, where the incumbent will work under the supervision of the Aviation Consulting Manager. This role involves planning, developing, implementing, and coordinating air law activities in alignment with international standards. The expert will be responsible for protecting GACA's legal rights by ensuring that all contracts and agreements comply with international air laws and regulations. The position requires drafting and reviewing legal documents, providing legal advice on various issues, including taxation and aviation litigation, and preparing training programs for Saudi personnel in the air law domain. The expert will also review GACA's participation in international conventions and agreements, draft replies to queries regarding air law, and conduct legal studies and research to support GACA's objectives. The role is pivotal in reinforcing GACA's capacity to provide safe and efficient civil aviation services, particularly in the context of new technologies and regulatory compliance.

Duties and Responsibilities:
The duties and responsibilities of the Air Law Expert (OPAS) include:
  • Planning, developing, implementing, and coordinating air law activities for GACA.
  • Ensuring that all contracts and agreements are compatible with international air laws and regulations.
  • Drafting and reviewing legal documents and contracts.
  • Providing legal advice on taxation issues and aviation litigation.
  • Preparing and supervising training programs for Saudi personnel in the air law domain.
  • Reviewing and advising on GACA's participation in international conventions and agreements.
  • Drafting replies to queries concerning air law and Saudi civil aviation law.
  • Conducting legal studies, research, and benchmarking in air law.
  • Creating legal content related to air law at both national and international levels. 1
  • Representing GACA’s Legal Department at meetings and drafting regulations and legal instruments. 1
  • Performing other related duties as assigned.

Required Qualifications:
The required qualifications for the Air Law Expert (OPAS) position include a university degree in Aviation Law or relevant academic qualifications. A Master of Law degree is preferred. The candidate must have a minimum of 10 years of experience in aviation law and be well-versed in international air law. Expertise in the rules, regulations, standards, and recommended practices of United Nations agencies and other international organizations is essential. Knowledge of contract drafting principles and applications, as well as expertise in the Cape Town Convention, is also required.

Educational Background:
Candidates must possess a university degree in Aviation Law or a related field. A Master of Law degree is desirable, indicating a higher level of academic achievement and specialization in legal studies relevant to aviation.

Experience:
The position requires a minimum of 10 years of professional experience in aviation law. Candidates should have a strong understanding of international air law and be familiar with the regulations and practices of international organizations, particularly those related to aviation. Experience in contract drafting and legal advisory roles is essential, along with expertise in the Cape Town Convention.

Languages:
The Air Law Expert (OPAS) must have a professional command of both oral and written English and Arabic. Proficiency in these languages is essential for effective communication and legal documentation in the context of aviation law.
