Job Overview: The Project Manager position at NORCAP is a permanent role based in Oslo, Norway, under a national employment contract. The Project Manager will be responsible for ensuring that NORCAP meets its commitments to donors and partners within the approved project mandates and strategies. This role is situated within the Protection and Gender unit, and candidates with knowledge and experience in Gender-Based Violence (GBV) work in humanitarian or development contexts will have a significant advantage. The Project Manager will lead project implementation, ensuring objectives are met within agreed parameters of time, cost, quality, scope, and risk. The role involves developing and monitoring project plans, budgets, and resource allocation, maintaining effective communication with stakeholders, overseeing grants management, and ensuring compliance with donor requirements.
Duties and Responsibilities: The Project Manager will have a comprehensive set of responsibilities, including leading project implementation to achieve objectives within the agreed time, cost, quality, scope, and risk parameters. They will develop and monitor project plans, budgets, and resource allocations, ensuring timely corrective actions are taken when necessary. Effective communication and coordination with donors, partners, and internal teams are crucial, as is overseeing grants management to ensure compliance with donor requirements and timely, high-quality reporting. The Project Manager will also manage project budgets, including forecasting, expenditure verification, and financial reporting, conduct risk assessments and implement mitigation measures, and build and maintain strong partnerships and donor relationships to support proposal development and submissions.
Required Qualifications: Candidates for the Project Manager position should possess a Master’s degree in a relevant field such as social sciences or development studies. A minimum of 7 years of experience in humanitarian, development, or peacebuilding sectors is required, with at least 5 years specifically in project management. Additionally, candidates should have a minimum of 5 years of experience in Project Management, preferably holding a project management certification such as Prince2 or similar. Documented experience in grants management and donor compliance, including financial and narrative reporting to donors, is essential. Experience working with UN and/or NGOs in the field is considered an asset, as is knowledge of and experience with Gender-Based Violence (GBV) work in humanitarian or development contexts.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field, such as social sciences or development studies. This advanced degree is essential for understanding the complexities of the humanitarian and development sectors, as well as the specific challenges related to project management in these areas.
Experience: The level of experience needed for the Project Manager position includes a minimum of 7 years in the humanitarian, development, or peacebuilding sectors, with at least 5 years specifically in project management. Candidates should also have a proven track record in managing projects, including experience in Results Based Project Management and familiarity with project management methodologies, tools, and techniques. Experience in grants management and donor compliance is also crucial, as is the ability to manage project budgets and resources effectively.
Languages: Fluency and proficient writing skills in English are mandatory for this position. Additionally, professional-level proficiency in Norwegian (oral) is considered an advantage. Candidates with professional-level skills in French, Spanish, and/or Arabic will also be viewed favorably, as these languages can enhance communication with diverse stakeholders and partners.
Additional Notes: The Project Manager position is a full-time role based in Oslo, Norway, with a contract duration that is permanent. The role involves approximately 10% travel.
