Job Overview:
The Market-Based Programming Advisor will play a pivotal role in leading the markets-related work of the PRO-WASH & SCALE initiative, which is focused on enhancing the effectiveness of WASH, agriculture, livelihoods, markets, and natural resource management activities within security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and nutrition programs, particularly in emergency contexts. This position requires the Advisor to support partners in applying market-based programming (MBP) approaches across various technical intervention areas. The Advisor will be responsible for organizing and leading both remote and in-person training and learning events, documenting and sharing best practices in MBP, and developing tools and guidance tailored to partner needs. As the program approaches its conclusion, the Advisor will also facilitate culmination learning events to ensure that the lessons learned and resources generated throughout the award are effectively disseminated and contribute to the sustainability of the program.

Duties and Responsibilities:
The Market-Based Programming Advisor will have a comprehensive set of responsibilities, including:
  • Updating and adapting the MBP capacity strengthening and engagement strategy to align with the evolving needs of implementers and U.S. Department of State priorities.
  • Providing technical support and guidance to partners on the application of MBP approaches within agriculture, WASH, and livelihoods interventions, especially in emergency contexts.
  • Leading and facilitating training sessions, workshops, and knowledge-sharing events to enhance partner capacity in MBP design and implementation.
  • Documenting and disseminating best practices, lessons learned, and innovations related to MBP and private sector engagement within USG-funded emergency programs.
  • Revising and tailoring tools and guidance materials based on feedback from partners to ensure they are practical and context-appropriate.
  • Actively engaging in markets-focused learning groups and communities of practice to share tools and evidence and foster collaborative learning.
  • Advising partners on conducting rapid market assessments and applying findings to improve emergency program design and delivery.
  • Identifying promising private sector innovations that can enhance humanitarian responses.
  • Supporting culmination learning events to ensure effective dissemination of resources and lessons learned throughout the award.

Required Qualifications:
Candidates must possess a minimum of 5 years of experience in applying market-based programming approaches in fragile and emergency contexts. A strong familiarity with emergency food security programs and networks, such as the Cluster system, is essential. Experience in designing and implementing market-based programs in emergency situations, particularly in hard-to-reach rural areas, is required. Candidates should have demonstrated experience in conducting market systems assessments and private sector development activities. Familiarity with agricultural markets is necessary, while knowledge of emergency WASH and nutrition is considered a plus. Exceptional facilitation and training skills are required, along with experience in designing curricula and learning materials for adult audiences across multiple country contexts. The ability to collaborate effectively across various programs, partners, and countries is crucial. Familiarity with WASH business models, product design, microfinance, and financial product development is strongly preferred. Previous experience with USG-funded food security programs is also preferred.

Educational Background:
A relevant educational background is required, typically including a degree in a field related to international development, economics, agriculture, or a similar discipline. Advanced degrees may be preferred, depending on the specific requirements of the role and the organization.

Experience:
The position requires a minimum of 5 years of relevant experience, particularly in applying market-based programming approaches in fragile and emergency contexts. Candidates should have a proven track record of designing and implementing market-based programs in challenging environments, as well as experience in conducting market assessments and engaging with private sector actors.

Languages:
Fluency in spoken and written English is mandatory for this position. Proficiency in French is preferred, as it may enhance communication and collaboration with partners in various regions.

Additional Notes:
This position is open to candidates from any country where Mercy Corps operates, with a preference for candidates from African countries. The role may require up to 20% travel to support country programs, which could include travel to insecure locations with limited amenities.
