Job Overview:
The Associate will join CHAI DRC’s NTD team to advance digitization efforts for Neglected Tropical Diseases (NTDs) in the Democratic Republic of the Congo (DRC). This role focuses on improving the collection, reporting, management, and utilization of NTD data through the enhancement of existing government digital platforms. The Associate will be responsible for designing and piloting a sustainable process for digitizing Mass Drug Administration (MDA) campaigns, improving planning efficiency, and strengthening data management in the Health Management Information System (HMIS). The position requires a combination of technical expertise, project management skills, and stakeholder engagement to drive impactful changes in a resource-limited environment. The Associate will spend 80% of their time on DRC NTD support and 20% on regional digital health initiatives in Francophone West Africa.

Duties and Responsibilities:
  • Strategic Planning and Stakeholder Engagement (40%): Engage with stakeholders from the DRC Ministry of Health and other partners to define a sustainable roadmap for NTD digitization. Provide strategic guidance for the design and operationalization of digital tools, ensuring harmonization with existing systems. Assess challenges and propose solutions to achieve programmatic objectives. Develop sustainability plans for digitized NTD campaigns.
  • Digital Project Management and Implementation (60%): Provide technical project management support, including requirements gathering, solution design, platform development, and user testing. Manage technology vendors to ensure timely delivery of system developments. Configure platforms like DHIS2 to enhance data management. Develop and execute system roll-out plans for NTD MDA digitization, including training and monitoring. Foster a culture of data-driven decision-making by ensuring data is accessible and actionable for program staff.

Required Qualifications:
Candidates must possess a Bachelor’s degree in information systems, epidemiology, public health, computer science, or a related field. They should have at least three years of experience in roles such as business analyst, product manager, or technical project manager, with a proven track record of working closely with stakeholders to define and deliver technology initiatives. Strong collaboration skills with diverse stakeholders, exceptional communication abilities, and strategic thinking are essential. Candidates should also demonstrate adaptability, integrity, and a commitment to CHAI’s mission.

Educational Background:
A Bachelor’s degree in a relevant field such as information systems, epidemiology, public health, or computer science is required. Candidates from other industries may also apply, provided they meet the experience criteria.

Experience:
At least three years of relevant experience is required, particularly in roles that involve business analysis, product management, or technical project management. Experience in planning and implementing technology-based solutions, especially in health-related contexts, is preferred. Familiarity with digital public goods and health information systems is advantageous.

Languages:
Fluency in both French and English is mandatory, with advanced proficiency in English being a plus. This bilingual requirement is crucial for effective communication with stakeholders and partners.

Additional Notes:
The position is based in the Democratic Republic of the Congo and may require approximately 30% travel within the country and occasionally to regional meetings or other countries.
