Job Overview:
The consultant will be responsible for conducting an evaluability assessment of education programs in Tunisia. This involves evaluating the adequacy, validity, and availability of documentation and indicators used to measure the effectiveness of the programs. The consultant will assess the sufficiency of available data for evaluating the efficiency and effectiveness of the results achieved. They will also analyze stakeholder engagement and provide recommendations for improving program logic. Duties and Responsibilities:
  • Evaluate the adequacy and validity of documentation and indicators for measuring program outcomes.
  • Assess the sufficiency of available data for evaluating program effectiveness and efficiency.
  • Conduct stakeholder analysis to understand the coordination in planning, implementation, and communication of results.
  • Provide key recommendations for improving the logic of the M4D and second chance programs.
  • Collaborate with UNICEF to refine evaluation questions and ensure alignment with organizational objectives.
  • Analyze causal links within the intervention logic and assess identified risks and assumptions.
  • Ensure that reliable indicators are in place for decision-making regarding program improvements.
  • Identify verification means for all outcome indicators and ensure they generate timely data for tracking progress.

  • Determine the most evaluable program and prioritize it based on UNICEF's evaluation policy indicators.

Required Qualifications:
  • Master's degree in Evaluation, Development Studies, Economics, Social Science, or a related field.
  • At least 7 years of experience in conducting and managing multidisciplinary evaluations.
  • Familiarity with UNICEF's planning, implementation, monitoring, reporting, and commitments to children's rights.
  • Experience in conducting evaluability assessments is desirable.
  • Excellent oral and written communication skills in French.
  • Strong understanding of technical proposals and terms of reference.

Educational Background:
Candidates must possess a Master's degree in a relevant field such as Evaluation, Development Studies, Economics, or Social Science. This educational background is essential for understanding the complexities of program evaluation and the socio-economic factors affecting children's rights and development.

Experience:
The position requires a minimum of 7 years of relevant experience in conducting and managing evaluations, particularly in multidisciplinary settings.
