The role involves leading the development and implementation of all operational aspects of localization projects, ensuring effective results and resource management across various activities and themes. The manager will oversee the strategic realignment of projects during the transition period, ensuring they are fit for purpose and aligned with NORCAP's mandate. This position also requires representing NORCAP in high-level forums and maintaining strong relationships with UN agencies, governments, local civil society organizations, and other partners. The role emphasizes the importance of robust monitoring, evaluation, and knowledge management frameworks to capture lessons learned and drive continuous improvement. Additionally, the manager will be responsible for managing and supporting localization experts, identifying and mitigating project risks, and ensuring compliance with grant agreements and organizational policies. The position requires producing periodic progress reports and advising on deviations from project plans, making it a critical role in the organization's mission to empower vulnerable populations.
Duties and Responsibilities: As the Thematic Manager (Localisation), the following duties and responsibilities are expected:
Lead the development and implementation of localization projects, ensuring effective results and resource management across activities and themes.
Oversee the strategic realignment of projects during the transition period, ensuring alignment with NORCAP's mandate.
Represent NORCAP in high-level forums and maintain strong relationships with UN agencies, governments, local civil society organizations, and other partners.
Ensure robust monitoring, evaluation, and knowledge management frameworks are in place to capture lessons learned and drive continuous improvement.
Manage and support localization experts, including maintaining and developing the expert pool.
Identify and mitigate project risks, ensuring compliance with grant agreements and organizational policies.
Produce periodic progress reports and advise on deviations from project plans.
Collaborate closely with other NORCAP thematic areas such as Community Engagement and Accountability, Cash Assistance, and Education, as well as NRC departments and donor representatives.
Required Qualifications: To excel in this role, candidates should possess the following qualifications and skills:
A minimum of 7 years of experience in humanitarian, development, or peacebuilding sectors, with a focus on localization.
A master's degree or equivalent experience in a relevant field.
Experience in stakeholder engagement, advocacy, and donor relations.
Strong interpersonal and communication skills, with fluency in English. Proficiency in French or other UN languages is considered an asset.
Educational Background: Candidates are required to have a master's degree or equivalent experience in a relevant field related to humanitarian, development, or peacebuilding sectors. This educational background is essential for understanding the complexities of localization and the operational aspects of the projects managed by NORCAP.
