Job Overview:
The position of Procurement Process IC - Individual contractor involves providing specialized procurement services for the UNDP in Paraguay, specifically for the delineation and demarcation of the Caazapá National Park. The contractor will be responsible for ensuring that procurement processes are conducted in accordance with UNDP policies and procedures. This role requires a deep understanding of procurement regulations and practices, as well as the ability to manage contracts and supplier relationships effectively. The contractor will work closely with the UNDP procurement team and other stakeholders to ensure that all procurement activities are transparent, efficient, and aligned with the organization's goals. The position is expected to last for a period of 130 days, during which the contractor will be expected to deliver high-quality services that meet the needs of the project.

Duties and Responsibilities:
The duties and responsibilities of the Procurement Process IC include but are not limited to:
  • Conducting market research to identify potential suppliers and service providers for the delineation and demarcation of the Caazapá National Park.
  • Preparing and issuing procurement documents, including requests for proposals (RFPs), invitations to bid (ITBs), and contracts.
  • Evaluating bids and proposals received from suppliers and making recommendations for award based on established criteria.
  • Managing the procurement process from initiation to contract signing, ensuring compliance with UNDP procurement policies and procedures.
  • Maintaining accurate records of procurement activities and ensuring that all documentation is complete and up-to-date.
  • Liaising with project stakeholders to understand their procurement needs and providing guidance on procurement best practices.
  • Monitoring supplier performance and ensuring that contracts are executed in accordance with agreed terms and conditions.
  • Providing support and training to project staff on procurement processes and procedures as needed.

Required Qualifications:
The required qualifications for this position include:
  • A strong understanding of procurement processes and regulations, particularly in the context of international organizations.
  • Proven experience in procurement, contract management, and supplier relationship management.
  • Excellent analytical and problem-solving skills, with the ability to make sound decisions based on data and evidence.
  • Strong communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.
  • Proficiency in using procurement software and tools, as well as Microsoft Office applications.

Educational Background:
The educational background required for this position includes a bachelor's degree in business administration, procurement, supply chain management, or a related field. A master's degree or professional certification in procurement or supply chain management is highly desirable and may be considered an asset.

Experience:
The level of experience needed for this position includes a minimum of 3-5 years of relevant work experience in procurement or contract management, preferably within an international organization or development context. Experience working with UNDP or similar organizations is an advantage.

Languages:
The mandatory language requirement for this position is proficiency in Spanish, as the work will be conducted in Paraguay. Knowledge of English is considered a good to have, as it may facilitate communication with international stakeholders and access to procurement resources.

Additional Notes:
This position is a contract-based role for a duration of 130 days. It is important to note that the contractor will be expected to work full-time during this period.
