Job Overview:
The Consultant for Family-Centred Assistance Programs will play a crucial role in supporting the implementation of the DFAT-funded Family-Centred Assistance programs in Tonga. This position primarily involves facilitating pre-departure and reintegration training for participants in the PALM Scheme and their families. The consultant will work under the supervision of the Chief of Mission and the Head of Office in Tonga, ensuring that training sessions are culturally appropriate and aligned with local contexts. The role requires engaging with various stakeholders, including government ministries, NGOs, and community leaders, to enhance the effectiveness of the training programs. The consultant will also be responsible for monitoring and reporting on the outcomes of the training, ensuring that the programs meet their objectives and contribute positively to the participants' migration experience.

Duties and Responsibilities:
  • Facilitate pre-departure training by designing and delivering culturally appropriate orientation sessions for PALM Scheme participants and their families, covering essential topics such as financial literacy, family communication, adaptation to life in Australia, rights and obligations, and well-being support.
  • Conduct reintegration support activities by facilitating workshops for returning workers and their families, providing training on productive remittance use, budgeting, savings, small business development, and psychosocial-support" style="border-bottom: 1px dotted #007bff !important;">psychosocial support tools for family reunification.
  • Engage with stakeholders by liaising with relevant government ministries, community leaders, NGOs, and diaspora groups to coordinate effective training delivery.
  • Provide case management or referrals for vulnerable individuals or families needing additional support, ensuring they are connected with appropriate service providers.
  • Monitor and report on training attendance, outcomes, and participant feedback, contributing to donor reporting and collecting success stories.
  • Support capacity building of local partners by mentoring local trainers and organizing training-of-trainers sessions.
  • Ensure program visibility and effective communication of key results through the development of visibility materials, community awareness sessions, and internal coordination.
  • Participate in meetings with key stakeholders to present program updates and document outcomes.
  • Oversee logistics for training delivery, ensuring a safe and inclusive environment for all participants. 1
  • Undertake duty travel as required and perform any other relevant tasks assigned by the supervisor.

Required Qualifications:
Candidates must possess a high school diploma with at least one year of relevant experience, or a bachelor's degree in communication, journalism, development studies, social sciences, public administration, migration studies, or a related field from an accredited institution. Strong communication skills, both verbal and written, are essential, along with the ability to engage effectively with diverse audiences. Candidates should demonstrate organizational, time management, and planning skills, with a proven ability to work independently and follow instructions. Experience in facilitating training sessions or public speaking is highly desirable, as is familiarity with labor mobility schemes.

Educational Background:
The educational background required for this position includes a high school diploma with one year of relevant experience or a bachelor's degree in a relevant field such as communication, journalism, development studies, social sciences, public administration, or migration studies from an accredited institution. This educational foundation is crucial for understanding the complexities of migration and effectively delivering training and support to participants in the PALM Scheme.

Experience:
Candidates should have previous experience with labor mobility, either through personal participation in a labor mobility scheme or through a partner or family member's participation. Experience in facilitating training sessions, public speaking, or leading group activities is essential, gained through professional roles or community/volunteer work. Demonstrated ability to communicate effectively with people from diverse backgrounds and at different levels is crucial, as is proven experience in using organizational, time management, and planning skills to complete tasks efficiently.

Languages:
Fluency in English and Tongan is required, both orally and in writing. Candidates should be able to facilitate training sessions and workshops effectively in these languages. Proficiency in additional languages, particularly French or Spanish, may be advantageous but is not mandatory. Language proficiency will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The position is subject to funding confirmation and the candidate's medical fitness for appointment. IOM covers consultants against occupational accidents and illnesses under the Compensation Plan, but does not provide evacuation or medical insurance for non-occupational accidents and illnesses.
