Job Overview:
The Enumerator position is crucial for the successful implementation of the Mobility Tracking Matrix (MTM) project in Kazakhstan. The MTM aims to systematically track and monitor displacement and population mobility, providing essential data to understand the movements and evolving needs of various mobile populations. The Enumerator will be responsible for conducting Key Informant Interviews (KIIs) with community leaders, migration police, and other stakeholders to gather accurate and comprehensive data. This role requires a commitment to IOM's guidelines and principles, ensuring confidentiality and ethical standards during data collection. The Enumerator will also participate in training sessions to familiarize themselves with the methodology and tools used in the project, contributing to the overall success of the MTM initiative.

Duties and Responsibilities:
The Enumerator will perform a variety of tasks under the supervision of the IOM Chief of Mission and in coordination with MTM project assistants. Key responsibilities include: conducting Key Informant Interviews with community leaders and other relevant stakeholders; ensuring data accuracy and completeness; adhering to IOM guidelines and code of conduct during data collection; participating in enumerator training sessions; developing fieldwork plans and transportation costs; coordinating with field supervisors to plan daily schedules; preparing necessary equipment for field visits; establishing professional relationships with Key Informants; validating information through cross-checking; maintaining detailed records of activities; and submitting completed survey forms into the KOBO data management system. The Enumerator will be evaluated based on the quality and timeliness of deliverables, feedback from the IOM Project Management Team, and compliance with IOM's data protection principles.

Required Qualifications:
Candidates must possess a minimum of a high school diploma, with a completed university degree being an advantage. Formal education relevant to the assignment is also considered beneficial. Additionally, candidates should have at least 2 years of experience in conducting community and household assessments and surveys, with a solid understanding of the relationship between migration and development. Experience working with international organizations and UN agencies is preferred. Competencies required include a good knowledge of migration and development concepts, familiarity with IOM's mandate, and strong interpersonal skills.

Educational Background:
The educational background required for this position includes at least a high school diploma, with a preference for candidates who have completed a university degree. Other formal education relevant to the assignment will also be considered. This educational foundation is essential for understanding the complexities of migration and the methodologies used in data collection.

Experience:
The Enumerator position requires a minimum of 2 years of relevant experience in conducting assessments and surveys within communities and households. Candidates should have a strong understanding of migration and development issues, as well as experience working with international organizations or UN agencies, which will enhance their ability to perform effectively in this role.

Languages:
Fluency in oral and written Russian is mandatory, while proficiency in Kazakh and other Central Asian languages is considered an advantage. Candidates should also be aware that IOM's official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process.

Additional Notes:
The position may require travel within Kazakhstan to various data collection sites. Candidates should be aware that any offer made is subject to funding confirmation and that the appointment will require certification of medical fitness, verification of residency, and necessary government authorizations. IOM provides coverage for occupational accidents and illnesses under its Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational issues.
