Job Overview:
The Consultant for the Mobility Tracking Matrix (MTM) in Kazakhstan will play a crucial role in supporting the implementation of the project 'Labour Migration in Central Asia.' This project is funded by the Swiss Development Cooperation and aims to enhance the evidence-based formulation and implementation of policies related to human mobility in Kazakhstan. The consultant will be responsible for overseeing data collection activities, ensuring the accuracy and quality of data, and facilitating communication between various stakeholders involved in the project. The position requires a proactive approach to problem-solving and a commitment to maintaining high standards of data integrity and ethical conduct in line with IOM's principles.

Duties and Responsibilities:
The consultant will have a wide range of responsibilities, including:
  • Oversight and supervision of data collection activities, ensuring efficient and high-quality operations.
  • Developing working plans and monitoring schedules for enumerators, overseeing administrative and logistical arrangements for field deployment.
  • Conducting daily briefings and debriefings with enumerators to discuss progress and challenges.
  • Ensuring data quality control by reviewing submissions, identifying errors, and preparing weekly quality control reports.
  • Liaising with local government entities to secure necessary approvals for field activities and organizing meetings with stakeholders.
  • Supporting project implementation by assisting in research activities and drafting project documentation.
  • Facilitating training sessions and workshops for enumerators and partners.
  • Preparing reports summarizing project progress and maintaining organized documentation of all project-related materials.

Required Qualifications:
Candidates must possess a Bachelor's degree in Social Sciences, Information Management, Demography, International Relations, or a related field from an accredited institution. Additionally, candidates should have at least one year of relevant professional experience in data collection or project management. Proficiency in data management tools such as KOBO Toolbox is advantageous, as well as skills in design software like InDesign and Mailchimp.

Educational Background:
A Bachelor's degree in a relevant field such as Social Sciences, Information Management, Demography, or International Relations is required. This educational background should provide a solid foundation for understanding the complexities of migration and data management.

Experience:
The position requires at least one year of relevant professional experience, particularly in data collection, project management, or related fields. Experience working with international organizations or in migration-related projects is highly desirable. Familiarity with data collection methodologies and tools will be beneficial.

Languages:
Fluency in Russian and Kazakh is mandatory, with intermediate or above proficiency in English required. Knowledge of IOM's official languages, which include English, French, and Spanish, will be evaluated during the selection process, potentially through written or oral assessments.

Additional Notes:
The consultant's performance will be evaluated based on timeliness, responsibility, initiative, communication, and the quality of deliverables. The position may require travel within Kazakhstan, and candidates should be prepared for fieldwork. The appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage for occupational accidents and illnesses but does not offer medical insurance for non-occupational issues.
