Job Overview:
The Programme Associate position at UNICEF Mexico involves providing specialized programme and administrative support under the supervision of the Chief of Education. The role is crucial for the development, implementation, and monitoring of UNICEF's education programmes, which aim to ensure that all children, particularly the most vulnerable, have access to quality, inclusive education. The Programme Associate will engage in data analysis, budget tracking, reporting, and coordination with various stakeholders to ensure effective delivery and compliance with organizational rules. The position requires a proactive approach to anticipate needs and recommend actions that contribute to programme planning and implementation. The Programme Associate will also be involved in project management, partnership coordination, data management, grant management, digital innovation, communication, capacity building, and providing surge support as needed.

Duties and Responsibilities:
The duties and responsibilities of the Programme Associate include:
  • Project Management and Implementing Partnership Coordination: Overseeing the execution of education projects and ensuring effective collaboration with partners.
  • Data Management, Analysis & Reporting: Collecting, analyzing, and reporting data related to education programmes to inform decision-making.
  • Grant Management, Budget Monitoring and Reporting: Managing grants and budgets, ensuring compliance with financial regulations, and preparing financial reports.
  • Digital Innovation & Operational Efficiency: Implementing digital solutions to enhance operational efficiency within education programmes.
  • Communication, Knowledge Sharing and Dissemination: Facilitating communication and knowledge sharing among stakeholders to promote best practices and lessons learned.
  • Capacity Building & Event Coordination: Organizing training sessions and events to build capacity among staff and partners.
  • Flexibility & Surge Support: Providing support during emergencies or unexpected situations as required.

Required Qualifications:
To qualify for the Programme Associate position, candidates must have a minimum of six years of administrative or clerical work experience. Candidates with a Bachelor’s or Master’s degree may substitute three or two years of experience, respectively. Fluency in Spanish is mandatory, and an intermediate level of English is required, with a commitment to improve English skills if not fluent. Desirable qualifications include prior experience in programme support functions, relevant experience in a UN system agency, and experience in budget monitoring.

Educational Background:
The educational background required for this position includes completion of secondary education, preferably supplemented by technical or university courses related to the work of the organization. A higher education degree is advantageous and may reduce the required work experience.

Experience:
Candidates should possess a minimum of six years of relevant work experience in administrative or clerical roles. This experience should ideally include programme support functions, particularly in development or humanitarian contexts. Experience in budget monitoring and working with UN agencies is also beneficial.

Languages:
Fluency in Spanish is mandatory for this position, while an intermediate level of English is required. Candidates who are not fluent in English must commit to improving their language skills within the first year of employment. A fluent level of English is considered a desirable qualification.
