The International Organization for Migration (IOM) has been operational in Lebanon since 2006, focusing on migration management and humanitarian assistance. IOM's mission is to promote humane and orderly migration for the benefit of all, and it operates in various regions of Lebanon, including Beirut, North Lebanon (Tripoli), the Beqaa Valley (Chtoura), the South (Tyre), and Mount Lebanon. The organization has a strong commitment to providing support to vulnerable populations affected by crises, including refugees, internally displaced persons (IDPs), and disadvantaged Lebanese citizens. IOM collaborates with government entities to enhance migration governance and support long-term recovery efforts in the country, particularly in the context of the ongoing crisis that has led to increased poverty and the collapse of basic services.

Job Overview:
The Community Stabilization Project Officer will play a crucial role in the implementation of community stabilization projects under the Emergency Recovery & Resilience unit at IOM Lebanon. The successful candidate will work under the supervision of the ERR Senior Programme Manager and the direct supervision of the CS project officer. The position involves planning, coordinating, implementing, and monitoring project activities aimed at enhancing community stability and resilience in Lebanon. The officer will be responsible for compiling and analyzing data related to project topics, monitoring budget implementation, and ensuring effective administrative coordination of project activities. The role requires extensive liaison with various organizational units and external parties, as well as the drafting of reports and correspondence related to project issues. The officer will also organize meetings, workshops, and training sessions to build capacity within the community and respond to complex information requests.

Duties and Responsibilities:
  • Assist in the planning, coordination, implementation, and monitoring of Community Stabilization project activities.
  • Compile, summarize, analyze, and present information/data on specific project topics, highlighting noteworthy issues for the consideration of appropriate parties.
  • Monitor budget implementation and propose adjustments as necessary.
  • Act as focal point for administrative coordination of project implementation, involving extensive liaison with diverse organizational units and external parties to initiate requests, obtain necessary clearances, follow-up on administrative actions, etc.
  • Draft status reports: identify shortfalls in delivery, bring them to the attention of the supervisor and suggest corrective measures.
  • Draft correspondence on project issues; prepare and update reports, briefing notes, graphics, statistical tables, and other forms of documentation.
  • Organize meetings, workshops, and training sessions; prepare training materials and participate in the delivery of capacity-building workshops.
  • Respond to complex information requests and inquiries; set up and maintain files/records.
  • Participate in meetings and conferences; maintain effective liaison and coordination with local authorities, partners, United Nations agencies, intergovernmental and non-governmental organizations, donors, and other stakeholders relevant to the project. 1
  • Monitor work of implementing partners and report any non-compliance to the supervisor. 1
  • Provide inputs for the development of Standard Operations Procedures (SOP) and concept papers and provide general support for the development of new projects. 1
  • Provide guidance/training and assist in coordinating and monitoring the work of other staff in the unit; may supervise other staff as assigned. 1
  • Perform other related duties as assigned.

Required Qualifications:
Candidates must possess a school diploma with six years of relevant experience or a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with four years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database. The position requires a solid understanding of community stabilization principles, including area-based programming, social cohesion, livelihoods, and local governance within post-crisis and displacement contexts. Proven ability to coordinate multi-sectoral field activities and liaise with government counterparts, local authorities, and implementing partners is essential. Experience in supporting project planning, budgeting, procurement, and administrative processes in accordance with institutional rules and donor regulations is also required.

Educational Background:
The educational background required for this position includes a school diploma with six years of relevant experience or a Bachelor’s degree in a relevant field such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution. The educational qualifications must be from institutions recognized by the UNESCO World Higher Education Database, ensuring that candidates have a solid academic foundation to support their professional experience in the field of community stabilization and humanitarian assistance.

Experience:
Candidates should have experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations. Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups is essential. Prior work experience with international humanitarian organizations, non-governmental organizations, or government institutions in a multi-cultural setting is considered an advantage. The role requires a demonstrated ability to coordinate and implement community stabilization projects effectively, ensuring alignment with project objectives and compliance with donor regulations.

Languages:
Fluency in English and Arabic (oral and written) is required for this position. A working knowledge of French is considered desirable. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments. IOM's official languages are English, French, and Spanish, and candidates should be prepared to demonstrate their language skills as part of the recruitment process.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Lebanon will be eligible for consideration. The appointment will be contingent upon certification of medical fitness, verification of residency, visa, and necessary authorizations by the concerned government, where applicable. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months.
