Job Overview:
The Economic Affairs Officer position is located within the Regional Integration Section of the Regional Integration and Trade Division (RITD) at the ECA in Addis Ababa, Ethiopia. The role involves a multifaceted approach to economic analysis and policy formulation, focusing on regional integration and economic development across the African continent. The officer will be responsible for developing socio-economic databases, interpreting econometric models, monitoring economic developments, and conducting research on economic integration. The position requires collaboration with various stakeholders, including intergovernmental bodies and regional economic communities, to provide substantive support on economic issues. The officer will also contribute to drafting reports, organizing expert meetings, and preparing technical papers, thereby playing a crucial role in shaping economic policies and strategies that align with the ECA's mission.

Duties and Responsibilities:
The Economic Affairs Officer will undertake a variety of responsibilities, including:
  • Developing socio-economic databases and qualitative information for recurrent or ad hoc assignments.
  • Interpreting and adapting econometric models to analyze trends and policy impacts.
  • Monitoring economic developments and regional integration trends, identifying emerging issues of concern.
  • Conducting research and analyses on economic development issues, contributing to reports like the Assessing Regional Integration in Africa (ARIA) report.
  • Drafting inputs for technical papers and analytical studies on economic development and structural transformation.
  • Attending international and regional meetings to gather information and engage with colleagues from other institutions.
  • Formulating proposals for development strategies and policies for intergovernmental bodies.
  • Assisting in organizing expert group meetings and seminars on development issues.
  • Providing substantive support to intergovernmental bodies and preparing reports for various sessions. 1
  • Contributing to the preparation of analyses that advise national governments and regional economic communities. 1
  • Conducting training seminars and workshops for government officials. 1
  • Monitoring and assessing the implementation of technical cooperation programmes and projects. 1
  • Performing administrative tasks necessary for the delivery of the work unit’s services. 1
  • Supporting junior staff and participating in broader departmental initiatives.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or Doctorate) in economics or related fields. A first-level degree (Bachelor’s) in economics or related fields, combined with two additional years of relevant work experience, may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates should demonstrate a strong understanding of economic theories and concepts, particularly in the context of sustainable development and economic integration.

Educational Background:
The position requires an advanced university degree in economics or a related field. A Bachelor’s degree may be accepted if accompanied by two additional years of relevant work experience. Additional qualifications in data analytics or related fields are advantageous, highlighting the importance of analytical skills in the role.

Experience:
A minimum of five years of progressively responsible experience in economic research and analysis, policy formulation, or related areas is required. Experience specifically related to African economic issues is desirable. Candidates should have a proven ability to apply economic theories in various sectors and conduct independent research on economic topics. Experience in data analytics or a related area is also desirable, indicating the need for analytical proficiency in the role.

Languages:
The working languages of the United Nations Secretariat are English and French. For this position, proficiency in either English or French is required, with a minimum level of proficiency specified in the UN Language Framework. Candidates should demonstrate strong communication skills in their chosen language, including reading, writing, listening, and speaking.
